TRADUCTIONS EN CONTEXTE

Bien que ces dernières années plusieurs initiatives et projets de partenariats liés aux questions macrorégionales aient été mis en œuvre dans la zone de coopération concernée (l'eurorégion adriatique, le forum des chambres de commerce de la zone adriatique et ionienne, le forum des villes des mers Adriatique et Ionienne, Uniadrion, etc.), le CESE souhaite également faire remarquer que cette stratégie a nécessité beaucoup de temps pour se concrétiser malgré le fait que les discussions sur l'initiative adriatico-ionienne ait été lancées dès octobre 1999 à la demande du gouvernement italien et que l'initiative ait été adoptée officiellement par la signature de la déclaration d'Ancône en mai 2000.
Although in recent years several partnership initiatives and projects relating to macro regional issues have been carried out in the cooperation area concerned (‘Adriatic Euroregion’, ‘Forum of the Adriatic and Ionian Chambers of Commerce’, ‘Forum of Adriatic and Ionian Cities’, Uniadrion, etc.) the EESC would also point out that this strategy has taken a long time to materialise despite the fact that discussions on the ‘Adriatic and Ionian Initiative’ began as far back as October 1999 at the behest of the Italian government and were officially established in May 2000 with the ‘Ancona Declaration’.

The Italian Government’s statements which move in this direction certainly give us hope, and I believe President Prodi will be in agreement with the Italian Prime Minister when he meets with him in Rome on Friday.

En effet, "se référer aux modifications que l'Italie a apportées tout récemment à sa législation" - paragraphe 32 - et "inviter le gouvernement italien à ne plus s'opposer à la mise en congé des procureurs italiens qui souhaitent exercer des fonctions exécutives à l'OLAF" - paragraphe 35 - représentent, dans la forme et sur le fond, des critiques inacceptables car elles concernent l'exercice de pouvoirs souverains d'un État membre, exercés dans le respect total de toutes les règles démocratiques.
Indeed, ‘points to recent changes in the law in Italy’ – Paragraph 32 – and ‘calls on the Italian government to stop blocking leave of absence for Italian public prosecutors to take up executive functions with OLAF’ – Paragraph 35 – are in both form and substance unacceptable criticisms of the exercise of sovereign powers by a Member State, performed in full compliance with all democratic rules.

S'adressant à Rome à l'assemblée des consommateurs italiens (ADICONSUM) le 18 septembre, M. Van Miert, Commissaire européen chargé de la protection des consommateurs a souhaité que le gouvernement italien mette à profit sa présidence pour relancer la politique de la Communauté en faveur de la promotion et de la protection des intérêts des consommateurs appliquant ainsi la résolution du Conseil des Ministres adoptée en novembre dernier et le plan d'action triennal de la Commission (mars 1990).
In a speech at the assembly of Italian consumers (ADICONSUM) in Rome on 18 September, Mr Van Miert, the Commission Member with responsibility for consumer protection, expressed the hope that the Italian Government would use its Presidency to relaunch Community policy on the promotion and protection of consumer interests in implementation of the Council Resolution of November 1989 and the three-year action plan of the Commission (March 1990).

La Commission a réservé sa décision sur deux points : - les mesures d'aides au chômage ("cassa integrazione"), du fait que les différents systèmes de protection du chômage existant dans les Etats membres sont à l'examen des services de la Commission afin d'en apprécier la compatibilité avec les règles de la concurrence; - certaines dispositions destinées aux entreprises en administration extraordinaire car la loi les prévoyant ("loi Prodi") restant en vigueur, la Commission a estimé nécessaire de demander au gouvernement italien un rapport circonstancié sur l'état d'application de ces mesures en subordonnant sa prise de position à la présentation des renseignements souhaités.
The Commission reserved its decision on: - the measures to help the unemployed ("cassa integrazione"), because the various unemployment protection systems in the Member States are currently being examined by Commission departments to see whether they are compatible with the rules on competition; - a number of provisions aimed at enterprises under "amministrazione straordinaria" because the law in question ("loi Prodi") is still in force and the Commission considered it necessary to ask the Italian Government for a detailed report on the application of these measures, making its position conditional on the provision of the information requested.

Face à la menace de mesures de rétortion annoncées par le gouvernement italien, et à la demande de Monsieur Zimmermann, Ministre fédéral allemand des Transports, Monsieur Van Miert, Membre de la Commission des Communautés européennes, a pris l'initiative d'envoyer un message à toutes les parties intéressées (RFA, Italie, Autriche, Bavière, Tyrol, Vorarlberg, Kaerntern) leur demandant de sursoir à toute mesure unilatérale et souhaitant que des solutions alternatives et coordonnées provisoires puissent être prises rapidement.
With threats of retaliatory action coming from the Italian Government, and a request for a meeting from Mr Zimmermann, the Federal German Minister for Transport, the initiative was taken by Mr Van Miert, Member of the Commission of the European Communities, to send a message to all interested parties (Germany, Italy, Austria, Bavaria, Tyrol, Vorarlberg and Carinthia) asking them to suspend any unilateral measures and expressing the wish that coordinated and alternative temporary remedies be adopted without delay.
