Calls, therefore, on the Government to address these issues systematically by amending legislation and by ensuring its proper implementation at all levels of government, including the municipalities; points too, in this context, to the recommendations adopted by the Venice Commission in spring 2010 concerning the legal personality of religious communities and the ecclesiastical title ‘Ecumenical’ of the Orthodox Patriarchate; welcomes the recent decision by the ‘Foundations Assembly’ to transfer the Büyükada Greek Orphanage for Boys to the Ecumenical Patriarchate, in accordance with the ruling of the European Court of Human Rights, and the granting of Turkish citizenship to several Greek Orthodox clergy in order to facilitate the Patriarchate and the Holy Synod; welcomes the religious ceremony in the Sümela Monastery Museum in Trabzon and the ceremony in the church on Akdamar Island in the province of Van; finds the Turkish Supreme Court decision against Mor Gabriel Monastery, concerning a land dispute with villages and the Turkish Treasury, to be regrettable; restates its expectation that the Government’s announcements about the reopening of the Halki Greek Orthodox seminary will soon be followed by action and by measures providing for the unhindered training of Christian communities’ clergy; urges the Government to pay special attention to educational materials in schools, which should reflect the religious plurality of Turkish society, and to the need for unbiaised learning materials;

L’article 10, paragraphe 3, de la directive 90/684/CEE du Conseil prévoit que «en dépit de l’obligation, visée au paragraphe 2, d’aliéner les chantiers en les vendant, le gouvernement grec est autorisé à maintenir une participation majoritaire de 51 % dans l’un des chantiers, si cette décision est justifiée dans l’intérêt de la défense (58)» Cela montre que la participation d’ETVA à concurrence de 51 % dans HSY avait pour but de permettre à l’État de contrôler HSY afin de protéger les intérêts de la défense de la Grèce.
Article 10(3) of the Directive 90/684/EEC indeed provides that ‘Notwithstanding the obligation to dispose of the yards by sale referred to in paragraph 2, the Greek Government shall be allowed to maintain a 51 % majority holding in one of the yards if justified by defence interests’. This illustrates that ETVA’s 51 % stake in HSY was aimed at allowing the State to control HSY with the goal of preserving the defence interests of Greece.

Throughout deliberations regarding the new regulation, all proposals concerning regional and individual quota allocations were rejected. Furthermore, in accordance with the new regulation, Member States are only entitled to restrict cotton production in certain regions for properly justified environmental reasons and not for vague and petty party political motives. In view of this, what steps will the Commission take to end this arbitrary action by the Greek Government and ensure that the total production of all land which has already been sown and is under cotton is eligible for aid?

Après l'intervention des Commissaires Matutes et Van Miert auprès des autorités yougoslaves afin qu'elles accordent des autorisations supplémentaires de transit routier au gouvernement grec pour l'année 1990, le gouvernement yougoslave avait octroyé le 16 octobre 2.500 autorisations supplémentaires par rapport au contingent initial pour 1990 (voir IP(90) 838).
Following contacts between Mr Matutes and Mr Van Miert, Members of the Commission, and the Yugoslav authorities, the latter agreed to grant the Greek government additional road transit authorizations for 1990. On 16 October the Yugoslav government granted 2 500 authorizations over and above the initial quota for 1990 (see IP(90)838).
