Notes with satisfaction that EUNAVFOR Atalanta continues to make a successful contribution to maritime security off the coast of Somalia by protecting vessels chartered by the World Food Programme delivering aid to Somalia, vessels supplying critical shipments to the African Union peace support operation in Somalia and other vulnerable vessels; welcomes the Council's decision to extend the mandate of the operation to 12 December 2010; expresses its support for launching a crisis management operation to contribute to the training of the National Security Forces of the Somali Transitional Federal Government; stresses the need to integrate trained security forces into state and command structures so that, once they return, they will not turn against the government they are supposed to be protecting;

10. demande au Parlement fédéral transitoire et au gouvernement fédéral transitoire de traiter, en collaboration avec les Nations unies et l'Unité africaine, la piraterie et les vols à main armée commis à partir des côtes somaliennes contre des navires transportant l'aide humanitaire comme des actes criminels dont les auteurs doivent être traduits en justice en application du droit international en vigueur;

Calls on the Transitional Federal Parliament and the new TFG, in collaboration with the UN and the African Union, to treat piracy and armed robbery committed from the Somali coast against vessels carrying humanitarian aid as criminal acts, the perpetrators of which must be brought to justice under existing international law;

5. Calls on the Transitional Federal Government (TFG) to engage with key Somali stakeholders in a consultative process leading to the appointment of a new Prime Minister; urges all Somali stakeholders to renew their efforts towards political dialogue and to remain focused on resuming the process outlined by the Transitional Federal Charter; stresses that successful dialogue and reconciliation is critical to ensuring free and fair elections in 2009 and establishing lasting peace and stability in Somalia;
