If the federal government were to argue that they can't afford to do that all at once, we have in the past then said, okay, you put the ten-province standard in place, with full revenue coverage, and you peg it at say 85% or 90% of the standard and move it up every year according to your capacity to pay, which has always been underestimated. But it doesn't have to be all or nothing.
