Monsieur le Président, ma question au député a trait aux dépenses du gouvernement en publicité au fil des années pour la promotion de son soi-disant plan d'action, dépenses qui s'élèvent à plusieurs centaines de millions de dollars.
Mr. Speaker, my question for the member is with respect to the advertising dollars that the government, over the years, has spent in promoting its so-called action plan, going into the hundreds of millions of dollars.

Expresses concern at the effects of the provision of the Fourth Amendment banning political advertising in the commercial media since, although the stated aim of this provision is to reduce political campaign costs and create equal opportunities for the parties, it jeopardises the provision of balanced information; takes note that the Hungarian Government is in consultation with the European Commission on the issue of the rules on political advertising; takes note that restrictions also exist in other European countries; takes note of the opinion of the Venice Commission on the Fourth amendment to the Hungarian Fundamental Law (No CDL-AD(2013) 012), which states that "limits on political advertising have to be seen against the legal background of the particular Member State" and that "the prohibition of any political advertising in commercial media services, which are more widely used in Hungary than the public service media, will deprive the opposition of an important chance to air their views effectively and thus to counterweigh the dominant position of the government in the media coverage";

C’est une proposition qui fait également de la Commission un allié du Parlement ; j’aurais néanmoins souhaité davantage de détermination pour rencontrer les grands problèmes, pour proposer quelques idées plus visionnaires, notamment en ce qui concerne la manière dont l’Europe va répondre aux dangers de la globalisation ; concernant aussi ce défi intellectuel et politique exceptionnel que représente le développement d’une démocratie supranationale, la prise au sérieux de la séparation des pouvoirs ainsi que le refus d’une Europe des gouvernements, la publicité de la législation, l’accès des citoyens à tous les documents.
This is a proposal that also makes the Commission Parliament's ally, but I would have liked to have seen more determination to tackle the really important tasks and to respond with a sense of vision, particularly as regards Europe's response to the dangers of globalisation, to the unprecedented intellectual and political challenge of developing a supranational democracy, of taking the separation of powers seriously, of taking the rejection of an intergovernmental Europe seriously, and of making the legislative process more open and giving the public access to all documentation.
