Le Congrès américain n'a toutefois pas ratifié l'entente, et cela a forcé le gouvernement du Panama à prendre les mesures qui s'imposaient. Il m'apparaît évident, d'après les témoignages que nous avons entendus et le fait que le gouvernement du Panama refuse de signer l'accord et de le mettre en oeuvre, qu'il est de la responsabilité du comité de suspendre ses délibérations à ce propos et de reporter l'étude article par article de la loi.
I think it's very clear from the witnesses we've heard and the fact that the Panamanian government is refusing to sign this agreement, refusing to implement it, that as a committee we have a responsibility to say, no, we're going to suspend our deliberations on it, and we'll do clause-by-clause some other time.
