2. condamne le gouvernement des États-Unis pour avoir pratiquement instigué et "légalisé" l'utilisation de la torture dans les "centres de détention" sous contrôle des États-Unis, notamment à Guantanamo; souligne que bon nombre de violations des normes reconnues en matière de droits de l'homme procèdent directement de la politique poursuivie par le gouvernement américain, notamment les manœuvres des États-Unis visant à limiter leur interprétation de la torture au sens de l'article premier de la Convention pertinente, l'autorisation de l'usage de méthodes d'interrogatoire interdites par le droit national et international et la détention de prisonniers dans des centres de détention secrets;

Condemns the US Government for practically instigating and 'legalising' the use of torture in the 'detention centres' under US control, in particular Guantánamo; stresses that many of these violations of human rights standards are a direct result of government policy, including moves by the US to narrow its interpretation of the definition of torture under Article 1 of the relevant UN Convention, the authorisation of methods of interrogation prohibited under national and international law, and the holding of detainees in secret detention centres;

Reiterates its concern about the significant direct and indirect government support given to US industry, by means of direct subsidies, protective legislation and tax policies; stresses, in particular, that all the reports by the WTO Panel and the Appellate Body on the Foreign Sales Corporations (FSC) scheme have concluded that, despite some major changes to its legislation, the US has yet to fully abide by previous WTO rulings and the recommendations of the WTO Dispute Settlement Body (DSB); calls therefore on the US Congress to bring the American Jobs Creation Act (Jobs Act), which contains a "Grandfathering Clause", into full compliance with previous WTO rulings and DSB recommendations;

Calls on the USA to sign the Additional Protocol to the International Covenant on Civil and Political Rights, so that complaints by individuals concerning breaches of the Covenant by the USA can be submitted to the Human Rights Committee set up under the Covenant; calls on the relevant American NGOs, in particular the ACLU (American Civil Liberties Union) and the EPIC (Electronic Privacy Information Center), to exert pressure on the US Administration to that end;
