Considers that the International Civil Aviation Organisation (ICAO) has an important role to play in developing regulatory frameworks for the global aviation sector, for example in the liberalisation of ownership and control of airlines and in ensuring global interoperability in air traffic management; encourages the ICAO to continue to develop global, market-based measures to reduce noise at airports and to limit all relevant greenhouse gas emissions; considers it to be essential that an agreement on a global approach is reached within the ICAO as soon as possible;

Welcomes in this connection the decision of the Russian Federation and the US to conduct negotiations with a view to concluding a new, comprehensive, legally binding agreement to replace the Strategic Arms Reduction Treaty (START), which expired in December 2009, and the signature of the 'Joint understanding for a follow-on agreement to START-1' by Presidents Barack Obama and Dmitri Medvedev in Moscow on 6 July 2009; welcomes the recent progress in US-Russian negotiations and looks forward to a final agreement in the context of the next round of talks starting on 9 March in Geneva;

Calls on the Commission strongly to defend the inclusion of geographical indications (GIs) as an essential part of the Anti-Counterfeiting Trade Agreement (ACTA); regrets that, in the framework of recently concluded or ongoing trade negotiations, only a ‘short list’ of EU GIs is to be protected by our trading partners; points out that, in line with the Global Europe strategy, bilateral agreements must secure enhanced international protection for geographical indications through WTO+ provisions; emphasises the need for a proper and transparent process for consulting all interested parties, particularly in Parliament and the Commission;
