The rapporteur is not convinced by Pakistan's oft-repeated argument that the absence of Kashmiri representation in the Pakistan National Assembly reflects the fact that Pakistan does not consider Kashmir as part of its federation, given that Pakistan legislation applies with only occasional modifications throughout Azad Jammu and Kashmir and Gilgit and Baltistan under the Adaptation Act of 1 January 2005.
