(6) This Regulation lays down a financial envelope of EUR 3 456,655 million in current prices, which amounts to 0,318 % of the total amount of commitment appropriations referred to in Council Regulation (EU, Euratom) No ./2013 , for the entire duration of the LIFE Programme which is to constitute the prime reference amount, within the meaning of Point 17 of the Interinstitutional Agreement of . between the European Parliament, the Council and the Commission on budgetary discipline, cooperation in budgetary matters and on sound financial management +, for the European Parliament and the Council during the annual budgetary procedure.

(6) This Regulation lays down, for the entire duration of the LIFE Programme, a financial envelope of €3,618 million constituting the prime reference, within the meaning of point 17 of the Commission Proposal for an Interinstitutional Agreement of 29 June 2011 between the European Parliament, the Council and the Commission on cooperation in budgetary matters and on sound financial management, for the budgetary authority during the annual budgetary procedure.

2. Considers that the reference amount indicated in the legislative proposal must be compatible with the ceiling of heading 1a of the multiannual financial framework for 2007 to 2013 and points out that the annual amount will be decided within the annual budgetary procedure in accordance with Point 37 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (IIA);

2. considère que le montant de référence financière indicatif repris dans la proposition législative doit être compatible avec le plafond de la rubrique 3 A du nouveau cadre financier pluriannuel et rappelle que le montant annuel sera arrêté durant la procédure budgétaire annuelle conformément aux dispositions du point 38 de l'Accord Interinstitutionnel du 17 mai 2006 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière ;
2. Considers that the indicative financial reference amount indicated in the legislative proposal must be compatible with the ceiling of heading 3 A of the new multi-annual Financial Framework and points out that the annual amount will be decided within the annual budgetary procedure in accordance with the provisions of point 38 of the Interinstitutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management of 17 May 2006 ;

But in the larger picture, clause 7 deals with the requirement to put in place a financial management and accountability code that must include rules respecting the preparation of an annual budget for each fiscal year; its adoption by the council and presentation to members of the band during the last quarter of the preceding fiscal year; the control of expenditures of band funds, including financial signing authorities, etc.; the internal controls with respect to the deposits, the asset management, the purchase of goods and services, including the manner of tendering of contracts; the lending of band funds to members of the band and other persons; the making of loan guarantees by the band to persons other than members; the repayment collection of loans; the remuneration of members of the council and employees of the band; incurring of debt by the band and debt management.

So I'm opposed to the idea of this first nations management accountability code being put in place in such a rigid fashion, but I'm certainly opposed to adding further burden by adding the language that the presentation must be made.In the amendment put forward by the Canadian Alliance, they envision adding to the requirements around a financial management and accountability code that would suggest a code must include rules respecting the preparation of an annual budget no problem, I'm sure that's done in each fiscal year and its adoption by council and the presentation to the members of a band between the last quarter.
