Le Parlement européen et le Conseil ont adopté la refonte du règlement de Dublin[26] qui garantit aux demandeurs d'asile un recours effectif à l’égard de décisions de transfert, de manière à assurer le plein effet de leur droit à rester sur le territoire et pour réduire le risque de «refoulements en chaîne» [article 19, paragraphe 2)].
