4. relève en particulier qu'avec l'émergence de deux nouveaux partis à la Verkhovna Rada, les électeurs ont eu véritablement la possibilité de choisir parmi une large série de candidats et de partis et qu'ils ont pu exprimer librement leur choix le jour des élections; observe par conséquent que le véritable gagnant de ces élections parlementaires en Ukraine a été le peuple ukrainien, qui a exercé son droit de vote et clairement exprimé sa volonté politique;
