Commends the Ombudsman for his work in promoting human rights, his openness towards vulnerable people and his cooperation with civil society organisations; deplores the fact that the Ombudsman’s annual and special reports have not been debated in the Parliament, and therefore cannot be published and are not officially acknowledged; urges the Government and the Parliament to improve cooperation with the office of the Ombudsman; deplores the fact that, so far, the Ombudsman has not regularly been informed or consulted by the Government in a timely manner on relevant draft legislation; notes with concern that the budget allocated to the Ombudsman’s office remains insufficient and has been further reduced; underlines the fact that the institution needs further financial and political support from both the Parliament and the Government in order to continue carrying out its duties; calls for a broad awareness campaign to highlight the role and importance of the institution;

Recognises the important contribution of the European Network of Ombudsmen and emphasises the usefulness of an efficient cooperation for the benefit of European citizens; notes that 60 % of the complaints the Ombudsman processed in 2012 fell within the competence of a member of the network; recalls that the Committee on Petitions is a full member of the network; notes that in 2012 the Ombudsman transferred 63 complaints to this committee; congratulates the European Ombudsman on successfully coordinating the network; considers that this is a vital function of the Ombudsman's activities and that cooperation in the network should be deepened in order to improve the national administration of EU law; recommends that the network be expanded to include relevant national bodies; considers that the Ombudsman's participation in European and international Ombudsman associations should be maintained and strengthened;

reconnaît, à cet égard, le rôle naturel de l'Agence européenne de défense (AED) en tant que passerelle entre la communauté de défense et la Commission, et en tant que médiateur entre les parties militaires intéressées; est favorable au renforcement du rôle joué par l'AED dans la sensibilisation politique, la mise en réseau, la phase de déploiement de SESAR et le soutien apporté aux États membres dans le cadre de l'analyse des risques financiers et opérationnels; observe que l'AED est bien placée pour contribuer aux défis futurs concernant le CUE, par exemple en matière d'équipement et de formation; salue la décision des États membres de proposer à l'AED le soutien de l'État-major de l'Union européenne dans le cadre de SESAR; se félicite de l'établissement de la plateforme militaire de mise en œuvre du CUE/SESAR, soutenue par l'AED, et encourage sa poursuite effective, dans la mesure où elle a le mérite non négligeable de réunir autour de la table tous les acteurs de la communauté de la défense; rappelle que la coopération avec l'OTAN est indispensable et salue les progrès en cours à cet égard;
Recognises, in this regard, the natural roles of the European Defence Agency (EDA) as a bridge between the defence community and the Commission and as a facilitator between military stakeholders; is in favour of strengthening the EDA’s role in building political awareness, networking, assisting with the deployment phase of SESAR and supporting Member States in financial and operational risk analysis; notes that the EDA is well placed to contribute to future SES challenges, for example in the field of equipment and training; welcomes the decision by Member States to involve the EU Military Staff (EUMS) in supporting the EDA in connection with SESAR; welcomes the establishment of the SES/SESAR Military Implementation Forum facilitated by the EDA, and encourages its further effective continuation, as it has the strong merit of bringing all relevant actors in the defence community to the table; emphasises that cooperation with NATO is indispensable and welcomes ongoing developments in this regard;
