Tout d'abord, réussite quant à la méthode retenue : celle d'une instance, la Convention, composée de membres du Parlement européen, des parlements nationaux, de la Commission européenne - et je saisis l'occasion pour saluer la présence de M. Vitorino qui a apporté toute sa compétence - et de représentants personnels des chefs d'État et de gouvernement, l'ensemble étant placé sous la présidence éclairée de M. Roman Herzog, ancien président à la fois de la Cour de Karlsruhe et de la République fédérale d'Allemagne.
