Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Recalls the 2009 amendment of the European Regional Development Fund (ERDF) Regulation regarding energy efficiency, making housing eligible for support in all parts of the EU, with a cap of 4 %; notes that, as a result of a late change to the provisions, namely a modification of operational programmes made during the programming period, in many Member States this policy action has not resulted in a substantial increase of funds diverted to this objective; notes that because this change was not met with new additional EU funding, some Member States rejected this opportunity while in others a significant correlation has been found between low absorption of funds and weak administrative functions; points to the importance of legal clarity regarding EE measures before and during the programming period 2014-2020;

Au lieu d'adhérer à cette vision des relations entre États modernes, au lieu d'adhérer à cet effort de renouveau, à cet effort de changement que nous avait promis le premier ministre fédéral durant les derniers jours de la campagne référendaire au Québec, le gouvernement nous propose le projet de loi C-100 sur les institutions financières, après nous avoir déposé le projet de loi C-76, dans lequel Ottawa s'est donné le pouvoir d'imposer des normes nationales dans les programmes sociaux.
Instead of supporting this view of relations between modern states, instead of supporting the proposals for renewal and change which the Prime Minister promised us during the last days of the referendum campaign in Quebec, the government proposes Bill C-100 on financial institutions, after tabling C-76 in which Ottawa assumed the power to impose national standards on social programs.
