In order to deliver on the targets and objectives set out in the Union strategy for smart, sustainable and inclusive growth, the ERDF should contribute under the European territorial cooperation goal to the thematic objectives of developing an economy based on knowledge, research and innovation, including through the fostering of cooperation between businesses, particularly between SMEs, and through the promotion of the establishment of systems for cross-border information exchange in the area of ICT; promoting a greener, more resource-efficient and competitive economy, including through the promotion of sustainable cross-border mobility; fostering high employment that results in social and territorial cohesion, including through activities supporting sustainable tourism, culture and natural heritage as part of a territorial strategy aimed at achieving employment-friendly growth; and developing administrative capacity.

The ERDF shall be deployed to their full extent to support capacity building in the regions through dedicated activities aimed at founding centres of excellences, modernising universities, purchase of scientific equipment, local technology transfer, support to start-ups and spin-offs, and local interaction between industry and academia, thereby establishing a "stairway to excellence" to bridge the divide between more and less developed regions of the Union and to contribute to the Union strategy for smart, sustainable and inclusive growth.

Support under both this Regulation and the European Regional Development Fund (ERDF) should be provided for the cross-border cooperation programmes between, on the one hand, Member States and, on the other hand, partner countries and/or the Russian Federation (‘other cross-border cooperation participating countries’) along the external borders of the Union, in order to promote integrated and sustainable regional development and cooperation between neighbouring border areas and harmonious territorial integration across the Union and with neighbouring countries.

10. Judges the experience of projects carried out under Article 10 of the ERDF to have been a positive one and hopes that a detailed assessment of the projects which have received support and of their socio-economic impact will be provided as soon as possible; considers that the Commission, on the basis inter alia of that assessment, should undertake to submit specific proposals in the near future to be incorporated into or to modify the Structural Fund regulations, taking into account in particular the specific requirements of the sector (the fact that measures may not have an immediate impact on employment or the economy, the need to combine training with the creation of new businesses, the specific features of investment spending in the cultural sector, etc.); calls for the assessment to be submitted by the Commission to specify the level of participation by smaller or outlying territorial units, the difficulties encountered by those units and the simplification and accompanying measures recommended by the Commission as a way of promoting participation by them in the future;
