Sees benefits in an OI containing specific provisions for the most frequent types of contract, in particular for the sale of goods and provision of services; reiterates its earlier call to include insurance contracts within the scope of the OI, believing that such an instrument could be particularly useful for small-scale insurance contracts; stresses that, in the field of insurance contract law, preliminary work has already been performed with the Principles of European Insurance Contract Law (PEICL), which should be integrated into a body of European contract law and should be revised and pursued further; however, urges caution with regards to the inclusion of financial services from any contract law instrument proposed at this stage and calls on the Commission to establish a dedicated intra-service expert group for any future preparatory work on financial services to ensure that any future instrument takes into account the possible specific characteristics of the financial services sector and any related initiatives led by other parts of the Commission, and to involve the European Parliament at an early stage;

10. regrette de constater qu’au-delà de ces contributions, la question des retombées positives des transports en termes de croissance économique et de compétitivité («externalités positives») n’ait pas fait l’objet de travaux de recherche significatifs et n’ait pas été prise en compte dans les calculs de la Commission, contrairement aux coûts externes qui ont fait l’objet de travaux abondants; reconnaît toutefois le rôle du pollueur payeur et attend de la Commission qu'elle prenne de nouvelles mesures pour développer cette approche pragmatique; reconnaît les contributions qui ont été celles jusqu'ici des différents modes de transport sur la base de la fiscalité générale, des taxes sur les véhicules et les huiles minérales, et des redevances d'utilisation des infrastructures routières à titre de compensation pour les coûts réels de construction et d'entretien des infrastructures, et qu'elle en fasse le point de départ de ses futurs travaux;

Is disappointed that, beyond these contributions, the positive effects of transport in terms of economic growth and competitiveness ('positive externalities') have not been researched to any significant extent and have not been taken into account in the Commission's calculations, unlike external costs which have been the subject of extensive work; yet recognises the role of the 'Polluter Pays Principle' and expects the Commission to take further steps to develop this pragmatic approach; recognises the contributions made to date by the various modes of transport in the form of general taxation, vehicle and oil taxes, and road tolls to balance out real infrastructure building and maintenance costs and views this as the starting point for future work;
