L'approche à suivre dans le cadre du futur nouvel instrument de voisinage devrait donc s'appliquer, mutatis mutandis, à toutes les frontières actuelles et futures de l'Union européenne avec les NEI occidentaux, les Balkans occidentaux et les pays de la Méditerranée.
The approach to be followed under the future new Neighbourhood Instrument should thus be applied equally, mutatis mutandis, to the current and future EU/Western NIS borders, EU/Western Balkans borders and EU/Mediterranean borders.

La quatrième partie décrit d'abord les mesures concrètes que la Commission compte mettre en oeuvre immédiatement, d'ici 2006, pour renforcer la coopération le long de la frontière extérieure dans le cadre du cadre juridique actuel, et procède ensuite à une première analyse des autres démarches possibles pour la période postérieure à 2006, notamment en identifiant les principaux points à examiner en vue de la création d'un futur nouvel instrument de voisinage.

8. Within the broader context of the Wider Europe Communication, the above considerations suggest the following issues as relevant objectives both for the future new Neighbourhood Instrument, as well as for a first transitional phase.

La coopération territoriale favorisera un développement équilibré du territoire.Se fondant sur l'expérience reconnue de l'initiative INTERREG III, la Commission propose de créer un nouvel objectif de coopération transfrontalière, transnationale et interrégionale qui bénéficierait de 4 % des crédits de la future politique régionale.Toutes les régions de niveau NUTS III situées le long des frontières internes et externes, terrestres et maritimes, pourront coopérer avec leur(s) voisine(s), notamment dans les domaines clés de l'agenda de Lisbonne et de Göteborg.La Commission souhaite créer deux nouveaux instruments juridiques de coopération : la "collectivité régionale transfrontalière" aux frontières internes ainsi qu'un "nouvel instrument de voisinage" aux frontières extérieures de l'Union.
Territorial cooperation will promote the balanced development of the territory.Based on the acknowledged experience of the INTERREG III Initiative, the Commission is proposing a new Objective for cross-border, transnational and interregional cooperation which will receive 4 % of the funding for the future regional policy.All the NUTS III regions on internal and external frontiers, whether on land or sea, will be able to cooperate with their neighbours, particularly on the key topics of the Lisbon and Göteborg agenda.The Commission wants to set up two new legal instruments for cooperation: the "cross-border regional collectivity" on internal frontiers and a "new neighbourhood instrument" on the Union's external frontiers.

Urges the Commission to plan a non-decrease in real terms of overall funding for each beneficiary; notes that this calculation should be made while taking into consideration the following: a) the ratio of overall programmed IPA assistance to each country’s GDP should not decrease in relative terms even if, in real terms, the denominator (GDP) for each beneficiary country will have shown a cumulative increase over the period 2007-2013, b) the number of countries with access to funding through the future instrument is likely to decrease with the accession of Croatia, which would potentially change the comparative redistribution within the pool of funding, and c) with suggested changes to the new Instrument, serving to remove differentiation between countries on the basis of their candidacy status, more countries will be able to access funding – hitherto inaccessible to non-candidate countries – earmarked for policy areas focusing on socio-economic development; recommends, in this context, that no beneficiary be precluded from sufficient and fair access to funding due to limited EU resources, in particular as regards the policy area of institution-building;
