To that effect, the ERDF should contribute to the cross-border and sea-basin programmes established under the European Neighbourhood Instrument (ENI) pursuant to a future Union legislative act concerning the European Neighbourhood Instrument for the period 2014–2020 (the 'ENI legislative act') and the Instrument for Pre-Accession Assistance (IPA II) pursuant to a future Union legislative act concerning the Pre-Accession Assistance for the period 2014-2020 (the 'IPA II legislative act').

La présente décision est sans préjudice d'un futur acte législatif de l'Union relatif à l'institution d'un instrument de stabilité, des mesures de protection de la santé publique adoptées au titre d'actes juridiques de l'Union concernant les programmes d'action de l'Union dans le domaine de la santé, ou des mesures relatives à la sécurité des consommateurs adoptées au titre d'un futur acte législatif de l'Union relatif à un programme concernant les consommateurs pour la période 2014-2020.
This Decision does not affect actions falling under a future Union legislative act relating to the establishment of an instrument for stability, the public health measures adopted under Union legal acts concerning Union action programmes in the field of health, nor the consumer safety measures adopted under a future Union legislative act relating to a consumer programme for the period 2014-2020.

2. L'aide financière visée à l'article 20 et à l'article 21, paragraphe 1, points a), b), f) et h), peut également être accordée aux pays candidats et candidats potentiels ne participant pas au mécanisme de l'Union, ainsi qu'aux pays relevant de la PEV, dans la mesure où cette aide financière complète le financement disponible au titre d'un futur acte législatif de l'Union relatif à l'établissement d'un instrument d'aide de préadhésion (IAP II) et un futur acte législatif de l'Union relatif à l'institution d'un instrument européen de voisinage.
2. Financial assistance referred to in Article 20 and points (a), (b), (f) and (h) of Article 21(1) may also be granted to candidate countries and potential candidates not participating in the Union Mechanism, as well as to countries that are part of the ENP, to the extent that that financial assistance complements funding available under a future Union legislative act relating to the establishment of the Instrument for Pre-Accession Assistance (IPA II) and a future Union legislative act relating to the establishment of a European Neighbourhood Instrument.

For reasons of coherence, actions falling under Council Decision 2007/124/EC, Euratom and under a future Union legislative act relating to the establishment, as part of the Internal Security Fund, the instrument for financial support for police cooperation, preventing and combating crime, and crisis management or relating to the maintenance of law and order and the safeguarding of internal security are not covered by this Decision.

In the framework of the progress report provided for pursuant to Regulation (EC) No 1406/2002, the Commission should also examine the Agency’s potential contribution to the implementation of a future legislative act on the safety of offshore oil and gas prospecting, exploration and production activities, which is currently being examined by the European Parliament and the Council, with regard to the prevention of pollution from offshore oil and gas installations, taking into account the Agency’s established and recognised expertise and tools.
