– (FR) Mr President, the Commission recognised the need to take further initiatives, and in doing so, implicitly acknowledged the inadequacy of the directives that it had itself proposed in 2000, particularly concerning the transport of heavy fuel, which was already in question as a result of the sinking of the Erika and the timetable for scrapping single-hull tankers.
