Welcomes the legal decriminalisation of defamation and the deepening dialogue between the government and journalists on issues relating to freedom of expression; calls on the authorities to continue to strengthen and promote freedom of information and pluralism of the media, which must be free of any form of political or financial influence and must be consistently applied; however, expresses concern that the country has fallen significantly in the ‘Reporters Without Borders’ Freedom Index and calls for further efforts towards strengthening professional standards in journalism, investigative journalism, promoting media pluralism, the independence of the public service broadcaster, the enforcement of employment rights of media workers, transparency of media ownership, sustainability and compliance with European standards; notes with concern the widespread self-censorship among journalists and the absence of any self-regulating media organisation; expresses concern that most government-funded advertising is channelled towards the pro-government media; supports social media activists who lobbied against censorship of the internet;

Acknowledges that some progress has been made by BiH in the area of security and border management; however, expresses its dissatisfaction over the limited progress achieved by BiH as a potential candidate country on the path to membership of the Union; notes with growing concern the unstable political climate and the lack of a common vision shared by both entities, and condemns the use of inflammatory language, which can undermine the achievements in the process of inter-ethnic reconciliation and the functioning of State structures; encourages the Council to continue its efforts, with the support of the international community, to pursue a dialogue with political leaders in BiH in order to help that country and its peoples to remain on the path to European integration; emphasises the importance of creating a more sustainable constitutional framework permitting the country's institutions to function more effectively; consequently takes note of the most recent joint diplomatic efforts by the Presidency of the Council, the Commission and the US administration and recommends further negotiations taking into account previous arrangements between politicians in BiH; recalls the necessity of involving parliamentarians and civil society more closely in sustaining a viable country;

Welcomes the active participation of the former Yugoslav Republic of Macedonia in the South East Europe Cooperation Process and its contribution to the establishment of the Regional Cooperation Council; equally welcomes its constructive position on the status of Kosovo; however, expresses concern over the delay in the technical demarcation of the border with Kosovo and considers that the issue should proceed as envisaged in the proposal put forward by Mr Martti Ahtisaari, former UN Special Envoy for the Kosovo status process; welcomes the active cooperation with Kosovo in trade, customs and police cooperation matters and the fact that, at the same time, good-neighbourly relations are being maintained with Serbia; welcomes the signing of free trade agreements with those two neighbours, and recommends a similar policy in relations with Albania, Bulgaria and Greece, especially in the field of transport and communications;
