Au vu de ce qui semble être une réaction largement exagérée de l’Espagne face à une petite épidémie de gastro-entérite virale commune dans tous les États membres, y compris en Espagne, la Commission pourrait-elle indiquer les mesures qu’elle compte adopter pour permettre tout au moins la réouverture de la frontière espagnole avec Gibraltar et rétablir la libre circulation des personnes, telle qu’elle est prévue dans les traités conclus entre l’Espagne et Gibraltar?
In light of what appears to be a massive over-reaction by Spain to what is a minor outbreak of a stomach virus that is common to the whole of the EU including Spain, would the Commission please outline what it intends to do in order to at least allow the re-opening of the Spanish border with Gibraltar and enable free movement of people, as laid down in the Treaties between Gibraltar and Spain?

À cet égard, je souhaiterais ajouter que le gouvernement espagnol, au travers du service des garde-côtes, du service d’hélicoptères de la Guardia Civil, de la protection civile et d’organisations gouvernementales et non gouvernementales de tous types, participe de manière active, continue, permanente et souvent exténuante, parfois au péril de la sécurité et de la vie des personnes participant au sauvetage et au soutien de ces naufragés.
– (ES) Madam President, very briefly and in relation to Mr Nogueira's speech, in which he rightly reminded this House of the human tragedy which is taking place on Spain's southern frontier, with regard to which we all feel involved and profoundly moved, I would like to add that the Spanish Government, by means of its coastguard service, the Civil Guard helicopter service, civil defence units and every type of organisation, governmental and non-governmental, participates actively, continuously, permanently, often exhaustively, and endangering the safety and lives of those involved, in lifesaving and in attending to these shipwrecks.

Conversely, only 0.7% of UK students and 1.2% of Spanish students went to study beyond their own borders.

Sur initiative espagnole, le Conseil a adopté en 2004 une directive régissant la transmission d’ informations anticipées sur les passagers ( Advance Passenger Information – API) par les transporteurs aériens aux autorités chargées des contrôles aux frontières[24]. Cet instrument a pour but d’améliorer les contrôles aux frontières et de lutter contre les migrations irrégulières.
Upon a Spanish initiative, the Council adopted in 2004 a directive regulating the transmission of Advance Passenger Information (API) by air carriers to border control authorities.[24] The purpose of this instrument is to improve border control and combat irregular migration.
