Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;

It is difficult to go within a few months from a state of emergency where demonstrations are violently repressed, where the media are closed down with brute force, to an atmosphere of freedom which enables a free, democratic election to be held; it is difficult to imagine that we can go from a situation in which the Ombudsman is beaten in the city streets by the police to a situation in which people can freely choose their president.

C. whereas the crisis culminated on 7 November when – after a series of previous opposition rallies during which the number of protesters reached 70 000 and then fell to a few hundred, who were then forced away from the main thoroughfare – riot troops used clubs, water cannons, tear gas and rubber bullets to break up fresh demonstrations which occurred, demonstrators were severely beaten, among them tens of journalists and the Georgian Public Defender (Ombudsman) Sozar Subari; whereas after the violent clashes more than 500 people had to seek medical treatment; whereas on 7 November Imedi TV broadcast false and unfounded information about alleged plans by the police to storm the main Orthodox Cathedral, thus provoking masses of citizens in Tbilisi to take to the streets; whereas the same day, Imedi TV, Georgia's most important independent television broadcasting station, which is financially controlled by Rupert Murdoch's News Corporation, was forced off the air by the military police, and all other non-state broadcasters were banned from reporting news; whereas in the evening of 7 November President Saakashvili imposed a 15-day state of emergency which lasted 9 days,

The Ombudsman also found it striking that although the Commission repeatedly referred to the financial limitations preventing it from covering the full educational costs of excluded children with special educational needs, the institution has not produced any estimate which might illustrate the size of those limitations, such as the number of officials affected or the likely costs of a change of policy.
