On 15 November 1995 the United States was granted a renewal of that waiver to 30 September 2005, and again on 29 May 2009 to 31 December 2014, to the extent necessary to permit the United States to provide duty-free treatment for imports of eligible products originating in beneficiary Central American and Caribbean countries and territories (‘beneficiary countries’) designated pursuant to the provisions of the Caribbean Basin Economic Recovery Act of 1983 as amended by the Caribbean Basin Economic Recovery Expansion Act of 1990 and by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 (‘existing waiver’).

Pursuant to paragraph 3 of Article IX of the WTO Agreement, the United States submitted a request to extend the existing waiver to 31 December 2019 and expand the scope of the existing waiver of its obligations under paragraph 1 of Article I of the GATT 1994 to the extent necessary to permit the United States to provide duty-free treatment to eligible products originating in beneficiary countries designated pursuant to the provisions of the Caribbean Basin Economic Recovery Act of 1983 as amended by the Caribbean Basin Economic Recovery Expansion Act of 1990 and by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008, and the Haitian Economic Lift Program Act of 2010.

23. rappelle que l'OTAN, qui reste un lien important entre l'Europe et les États-Unis et le garant de la sécurité européenne, devrait développer son potentiel en tant que forum transatlantique pour un débat politique sur la base d'un véritable partenariat entre pairs; recommande, à cet effet, l'instauration d'une relation étroite entre l'OTAN et l'Union européenne, notamment en ce qui concerne la situation au Kosovo où l'Union européenne va prendre le relais de la MINUK alors que 16 000 soldats de l'OTAN sont encore sur le terrain; estime qu'un partenariat UE/États-Unis plus solide conforterait cette relation, au lieu d'y faire obstacle;
23. Reiterates the view that NATO, which remains an important tie between Europe and the US and a guarantor of European security, should develop its potential as a transatlantic forum for political debate in a true partnership of equals; recommends to this end a closer security relationship between NATO and the EU, in particular in view of the situation in Kosovo where the EU will take over from UNMiK while some 16 000 NATO troops remain; believes that a stronger EU-US partnership will complement rather than undermine this relationship;

On 18 May 2005 the Commission adopted a communication on a stronger EU-US partnership, which, in line with the Lisbon strategy, identified cooperation in education and training as an important tool for stimulating knowledge and innovation, and called for the renewal and reinforcement of the current agreement on higher education and vocational training.
