The Commission believes that these Forums have served a useful role, and that the Forum, appropriately constituted, could serve as the centrepiece for the EU's dialogue with NGOs on human rights and democratisation.

The Agency shall fulfil its tasks in full compliance with the relevant Union law, including the Charter of Fundamental Rights of the European Union (“the Charter of Fundamental Rights”); the relevant international law, including the Convention Relating to the Status of Refugees done at Geneva on 28 July 1951 (“the Geneva Convention”); obligations related to access to international protection, in particular the principle of non-refoulement; and fundamental rights, and taking into account the reports of the Consultative Forum referred to in Article 26a of this Regulation.

Calls on the Council to ensure that the Council Working Party on Fundamental Rights, Citizens Rights and Free Movement of Persons (FREMP) has a broad mandate that could include, for example, discussing and responding officially to reports of the FRA (in addition to recommendations of UN treaty bodies, special procedures and mechanisms), assessing the external human rights impact of EU instruments and policies, in coordination with the Council Human Rights Working Group (COHOM), ensuring coordination with agencies without a human rights mandate but human rights impacts (e.g. EIB or FRONTEX), examining EU and Member States signature, ratification and compliance with international human rights instruments and providing a forum for Council exchanges on internal human rights matters;

se félicite de l'organisation par la présidence portugaise et la Commission à Lisbonne, en décembre 2007, d'un forum réunissant l'Union et les ONG de défense des Droits de l'homme autour des droits économiques, sociaux et culturels; souscrit aux recommandations de ce forum, qui a réaffirmé l'indivisibilité et l'universalité des Droits de l'homme et est parvenu à faire le lien entre les volets externe et interne des politiques de l'Union; encourage par conséquent le Conseil et la Commission à renforcer l'actuelle étude d'impact sur la durabilité, mise en œuvre par la DG Commerce de la Commission, au moyen d'une analyse d'impact appropriée sur les Droits de l'homme;
Welcomes the European Union NGO Human Rights Forum organised by the Portuguese Presidency and the Commission and held in Lisbon in December 2007 on the topic of economic, social and cultural rights; endorses the recommendations of the Forum, which reaffirmed the indivisibility and universality of human rights and succeeded in linking the external and internal aspects of European Union policies; encourages the Council and the Commission, therefore, to strengthen the current Sustainability Impact Assessment carried out by the Commission's DG Trade through an adequate human rights impact assessment;

In the elaboration of the Regional Indicative Programme (RIP) for 2005-6 the Commission will give full consideration to the ways in which to include support for the strengthening of Human Rights and democracy as well as the involvement of civil society. In addition, the Commission will prepare an evaluation of the impact of the various meetings of the Civil Forum which have taken place prior to Euro-Mediterranean meetings of Foreign Ministers; in that context it will consider ways in which the Civil Forum could develop a structure such that the outcomes of its meetings have a more operational impact on the activities of the partnership and the involvement of civil society in them.
