The current report examines three annual reports by the Commission: the twelfth annual report on the Structural Funds, which describes the implementation of the Structural Funds for the first programming year of the period 2000-2006; the annual report of the Cohesion Fund 2000, which concerns the activities of the Cohesion Fund for the first year of the programming period 2000-2006 and the first annual report on the activities of the ISPA, which was set up in the context of Agenda 2000.

Pohjamo et le rapport suivant, et que toutes ces observations sur la meilleure gestion des fonds structurels me seront très utiles, nous seront très utiles pour élaborer les orientations de la Commission pour la future politique régionale.

The main publications in 2000 include the guide covering the Structural Funds, the Cohesion Fund and ISPA ('Structural Actions 2000-2006 - Commentary and Regulations'), and the Vademecum listing the 'Community rules on State aids'. Other documents related to specific aspects of regional policy were also produced, such as the guide to the territorial pacts 2000-2006, the final report on the Terra innovative measure, a study on the urban audit, a guide to the Business innovation centres (BIC), and six studies on: the prospects for regional planning in the context of enlargement, the impact of economic and monetary Union on cohesion, employment-related initiatives in the United Kingdom, equal opportunities and the Structural Funds, local development and the strategic and sustainable management of water resources.

Whereas on 11 and 12 February 1988 the European Council, with a view to strengthening the impact of Community structural measures, agreed to double in real terms commitment appropriations for the Structural Funds by 1993 as compared with the 1987 level; whereas at the same time it fixed the increases to be made up to 1992; whereas, within this context the Structural Fund contributions for regions coming under Objective 1 (see Article 1 below) are to be doubled in real terms by 1992; whereas in so doing the Commission is to ensure that, in the framework of the additional funds for the regions falling within Objective 1, a particular effort is made to assist the least-prosperous regions;
