Le principe d'additionnalité -- qui veut que les Fonds structurels ne doivent pas être utilisés pour remplacer des investissements publics existants -- a garanti que les Fonds structurels augmentent foncièrement les fonds injectés pour stimuler le développement régional.
Additionality -- the principle that the Structural Funds must not be used to replace existing public investment -- has ensured that the Structural Funds genuinely increase the finance injected to stimulate regional development.

Les pays bénéficiaires du Fonds de cohésion investissent des sommes considérables en vue de surmonter leurs faiblesses structurelles en matière de R D réalisée par les entreprises. Les États membres peuvent commencer à mettre des actions en œuvre au titre du FEM dès qu’ils sont informés d’un licenciement important, et ne doivent donc pas modifier pour cela un programme de Fonds structurel existant.
Member States can start to implement actions under the EGF immediately upon learning of a major redundancy event, and therefore do not have to change an existing Structural Fund programme in order to do so.
