D’une manière générale, ce prêt servira à cofinancer des projets qui bénéficient d’un soutien au titre des Fonds structurels et du Fonds de cohésion de l'UE.
In general, the loan will serve to co-finance projects which benefit from the EU Structural and Cohesion Funds.

Strongly supports all the incentives that are given for the mobilisation of private capital and the promotion of public-private partnerships in the new programming period (Articles 50(d) and 54); considers that the calculation of the Community co-financing rate as a percentage of only the declared public expenditure constitutes an important simplifying proposal of this Regulation and better ensures the application of the principle of additionality, disregarding whether public expenditure of the co-financing rate of the Member State could be partly replaced by private capital within the programme; calls, at the same time, for the maintenance of the flexibility provided by the calculation of the co-financing rate for each priority and not for each measure (Articles 51 and 76); stresses, however, that the calculation of the co-financing rate should not be such as to prejudice the participation of NGOs and other not-for-profit organisations in Structural Fund activities;

Le concours servira à cofinancer des projets favorisant le développement des infrastructures économiques et sociales (cofinancement des Fonds structurels européens) et des projets relatifs à l'environnement et aux réseaux transeuropéens (cofinancement du Fonds de cohésion de l'UE).
The Facility will be used for co-financing projects fostering the development in the economic and social infrastructure (cofinanced by the EU Structural Funds) and projects in the fields of the environment and trans European networks (cofinanced by the EU Cohesion Fund).

Cofinancement national: compte tenu des efforts nécessaires, dans de nombreux pays, pour assurer un financement public rigoureux, une planification précise des éléments du cofinancement national en rapport avec les Fonds structurels et le Fonds de cohésion contribuera, de manière non négligeable, au succès de la politique de cohésion dans les pays adhérents.
National co-financing: In view of the efforts needed in several countries to achieve sound public finance, careful planning of the national co-financing components linked to the Structural and Cohesion Funds is an essential part of the successful implementation of cohesion policy in the acceding countries.

5. Développement local et urbain Le programme opérationnel contribue au bâtiment et l'équipement du Centre de formation en technologies avancées (Zaragoza), à la réhabilitation d'une ancienne mairie en vue de la réalisation d'activités culturelles et sociales (Torres de Berrellén) et à la réalisation de l'échangeur modal de transport collectif de passagers (Zaragoza). 6. Assistance technique Les deux Fonds Structurels cofinancent l'évaluation et le suivi des mesures incluses dans ce programme opérationnel, des études de faisabilité et de prospective, des campagnes d'information et de diffusion, des rencontres d'échanges d'expériences, etc.
5. Local and urban development The operational programme will be contributing to the building and equipping of the Training Centre in Advanced Technologies in Saragossa, to the restoration the old Consistorial House of Torres de Berrellén as a centre for cultural and social activities, and to the intermodal public transport system of Saragossa. 6. Technical assistance Both the ERDF and the ESF will part-finance the evaluation and monitoring of the schemes in this operational programme, as well as feasibility and forward studies, information campaigns, meetings to exchange experience, etc.
