La réglementation relative aux Fonds structurels repose sur un règlement portant dispositions générales sur les Fonds structurels, auquel s'ajoute des règlements spécifiques par Fonds.
The rules governing the Structural Funds are to be found in a Regulation laying down general provisions on the Structural Funds, added to which there are specific Regulations for each Fund.

Pour en revenir à présent, de manière plus systématique, aux différentes formules de coopération avec la Commission que le commissaire Almunia a rappelées, je voudrais dire qu’il existe en effet trois nouvelles initiatives importantes: le programme Jeremie, qui est un programme très original pour transformer des fonds structurels en instruments financiers renouvelables; le programme Jaspers auquel j’ai déjà fait allusion, qui est une forme d’assistance technique pour aider à l’identification et à la préparation de grands projets qui pourront être financés par les fonds structurels; et enfin, le programme Jessica dans le domaine de la rénovation urbaine.
To return now, more systematically, to the different forms of cooperation with the Commission mentioned by Mr Almunia, I wish to say to you that there are three important new initiatives: the Jeremie Programme, which is a very original programme for transforming the structural funds into renewable financial instruments; the Jaspers Programme to which I have already alluded, which is a form of technical assistance to help identify and prepare major projects that can be financed by the structural funds; and lastly, the Jessica Programme in the area of urban renewal.

Un comité national d'évaluation auquel participent des représentants des Fonds structurels, a été institué en avril 2002. Il se veut un instrument de soutien dans le cadre de l'exercice d'évaluation intermédiaire.
In April 2002 a national evaluation committee involving representatives of the Structural Funds was set up to act as a support tool for the interim evaluation exercise.

L'objet du présent document est d'apporter une contribution à la révision à mi-parcours des Fonds structurels, moment auquel sera décidée l'allocation de la réserve de performance, ainsi que toute modification concernant les allocations de fonds, les objectifs, les priorités et les mesures.
The purpose of this document is to give an input to the Structural Funds' mid-term review when the allocation of the performance reserve is determined, along with any revisions concerning financial allocations, targets, priorities and measures.
