It is much too early to foresee the precise conclusions of that review, but it is clear that the broad principles of the reform were right and should be confirmed; that the Structural Funds are making a substantial contribution to the economies of the poorest Member States; but that to realise the goals of balanced development and cohesion enshrined in the Treaty is a major undertaking which will require a sustained effort for the rest of the decade and beyond.
