108. invite les États membres, en étroite coopération avec les régions, à faire un usage optimal, au cours de la présente période de financement, des fonds structurels affectés aux activités RDI, à cibler les grands défis sociétaux, à travailler à la cohésion des activités d'innovation et de recherche et à aligner les priorités des fonds structurels sur les objectifs de la stratégie Europe 2020; invite la Commission et les États membres à éviter des doubles emplois onéreux en promouvant des stratégies de spécialisation intelligente et mieux ciblées; estime que les régions devraient être incitées à faire avancer cette architecture de la spécialisation européenne;

Invites the Member States, in close cooperation with the regions, to make the best possible use of the Structural Funds for RDI in the current financing period while targeting the grand societal challenges, striving towards achieving cohesion in innovation and research and aligning the Structural Funds priorities with the EU2020 objectives; calls on the Commission and the Member States to avoid costly duplication by promoting smart and better targeted specialisation strategies; considers that regions should be incentivised to promote this architecture of European specialisation;

38. Notes that there is a risk that more imaginative approaches to prepare those furthest from the labour market for eventual access to it may be deprived of funding in favour of a more narrow approach based on easily quantifiable outcomes; calls on the Commission, therefore, to improve the funding for bottom-up approaches under Structural Funds, and particularly under the ESF, and the development of indicators that measure the progress made to social and active inclusion, so as to target innovative grass-roots initiatives to promote active inclusion, as part of the social inclusion objectives highlighted as part of the Lisbon ear-marking of Structural Funds, the proposed funding on social innovation, and through other funding streams;

1. This Regulation shall not affect the continuation or modification, including the total or partial cancellation, of assistance co-financed by the Structural Funds or of a project co-financed by the Cohesion Fund approved by the Commission on the basis of Regulations (EEC) No 2052/88 (18), (EEC) No 4253/88 (19), (EC) No 1164/94 (20) and (EC) No 1260/1999 or any other legislation which applies to that assistance on 31 December 2006, which shall consequently apply thereafter to that assistance or the projects concerned until their closure.
