TRADUCTIONS EN CONTEXTE

Bien que le Parlement n'ait pas réussi à convaincre le Conseil, lors du trilogue, d'inclure un mécanisme permettant d'affecter les crédits non engagés en faveur de l'efficacité énergétique et des sources d'énergie renouvelables, la Commission a fait sienne la position du Parlement et a inséré une déclaration dans le règlement final aux termes de laquelle elle envisagera d'utiliser les fonds non engagés à la fin 2010 pour des projets dans le domaine de l'efficacité énergétique et des sources d'énergie renouvelables: "Si, lors de la présentation, en 2010, d'un rapport sur la mise en œuvre du règlement en vertu de l'article 28 de celui-ci, la Commission constate qu'il ne sera pas possible d'engager, avant la fin de 2010, une partie des fonds prévus pour les projets énumérés dans l'annexe du règlement, elle proposera, le cas échéant et en veillant à maintenir un équilibre géographique, de modifier le règlement afin de permettre le financement de projets dans le domaine de l'efficacité énergétique et des sources d'énergie renouvelables qui s'ajouteront aux initiatives susmentionnées, en prévoyant des critères d'éligibilité similaires à ceux qui sont applicables aux projets figurant à l'annexe du règlement".
Even thought the Parliament did not succeed in convincing the Council in the trilogue negotiations to include a mechanism to allocate un-committed funds to energy efficiency and renewable sources of energy, the Commission took the Parliament's view on board by making a declaration attached to the final regulation to consider using any funds unspent by the end of 2010 for energy efficiency and renewable projects: "Should the Commission, when reporting in 2010 on the implementation of the Regulation under its Article 28, find that it will not be possible to commit by the end of 2010 a part of the funds foreseen for the projects listed in the annex to the Regulation, the Commission will propose, if appropriate and in a geographically balanced way, an amendment to the Regulation allowing for the financing of projects in the area of energy efficiency and renewable energy sources, in addition to the above initiatives, including eligibility criteria similar to those applying to projects listed in the Annex to this Regulation".

Le règlement (CE) no 1080/2006 du Parlement européen et du Conseil du 5 juillet 2006 relatif au Fonds européen de développement régional a été modifié par le règlement (CE) no 397/2009 qui introduit des règles d’éligibilité pour les investissements en matière d’efficacité énergétique et d’utilisation des énergies renouvelables qui sont effectuées dans les logements existants dans tous les États membres.
Regulation (EC) No 1080/2006 of the European Parliament and of the Council of 5 July 2006 on the European Regional Development Fund was amended by Regulation (EC) No 397/2009 which introduced the eligibility rules for expenditure on energy efficiency and the use of renewable energy in existing housing in all Member States.

Such financial instruments at Union level include, inter alia, Regulation (EC) No 1080/2006 of the European Parliament and of the Council of 5 July 2006 on the European Regional Development Fund , amended to allow increased investments in energy efficiency in housing; the public-private partnership on a ‘European energy-efficient buildings’ initiative to promote green technologies and the development of energy-efficient systems and materials in new and renovated buildings; the EC-European Investment Bank (EIB) initiative ‘EU sustainable energy financing initiative’ which aims to enable, inter alia, investments for energy efficiency and the EIB-led ‘Marguerite Fund’: the 2020 European Fund for Energy, Climate Change and Infrastructure; Council Directive 2009/47/EC of 5 May 2009 amending Directive 2006/112/EC as regards reduced rates of value added tax , structural and cohesion funds instrument Jeremie (Joint European Resources for micro to medium enterprises); the Energy Efficiency Finance Facility; the Competitiveness and Innovation Framework Programme including the Intelligent Energy Europe II Programme focused specifically on removing market barriers related to energy efficiency and energy from renewable sources through for example the technical assistance facility ELENA (European Local Energy Assistance); the Covenant of Mayors; the Entrepreneurship and Innovation programme; the ICT Policy Support Programme 2010, and the Seventh Research Framework Programme.

64. se félicite de l'établissement d'un instrument d'appui financier visant à encourager le développement économique de la communauté chypriote turque à la suite du Conseil "Affaires générales" du 27 février 2006; appuie la Commission dans ses efforts en vue de mettre en œuvre ces fonds; demande au Conseil de renouveler ses efforts en vue d'atteindre un accord sur les dispositions facilitant les échanges en ce qui concerne la partie nord de Chypre sans délai inutile, y compris d'examiner de plus près la possibilité d'un contrôle conjoint du port de Famagouste sous l'égide de l'Union européenne et des Nations unies conformément à la décision unanime du Conseil "Affaires générales" du 27 février 2006 en tenant compte des conclusions du Conseil du 26 avril 2004, mais également des consultations menées sous la Présidence luxembourgeoise et du protocole n° 10 du traité d'adhésion de la République de Chypre et de neuf autres pays, et invite les gouvernements chypriote et turc à prendre de nouvelles initiatives afin de resserrer les liens entre les deux communautés en établissant ainsi une confiance mutuelle;
64. Welcomes the establishment of an instrument of financial support to encourage the economic development of the Turkish Cypriot community following the General Affairs Council of 27 February 2006; supports the Commission in its efforts to implement these funds; calls on the Council to make renewed efforts to reach an agreement on trade facilitation regulation concerning the northern part of Cyprus without undue delay, including further attention to possible joint control of the Port of Famagusta under the aegis of the EU and UN, in accordance with the unanimous General Affairs Council decision of 27 February 2006, taking into account the Council conclusions of 26 April 2004 but also the consultations held under the Luxembourg Presidency and Protocol No 10 to the Act of Accession of the Republic of Cyprus and nine other countries, and calls on the Governments of Cyprus and Turkey to undertake new initiatives to strengthen the ties between the two communities, thereby building mutual trust;

3. exprime sa préoccupation profonde quant au montant relativement limité des fonds affectés aux actions visant à maîtriser le changement climatique, à améliorer l'efficacité énergétique et à promouvoir les énergies renouvelables; est convaincu qu'un effort d'investissement bien plus élevé s'impose dans ce domaine; estime, à la lumière de la révision à mi-parcours de la mise en œuvre des Fonds structurels, qu'il convient d'adopter des lignes directrices communautaires plus fortes et de mobiliser des ressources financières plus importantes à l'appui de ces objectifs, en particulier de consacrer au moins 5 % des Fonds structurels à l'amélioration de l'efficacité énergétique dans les logements existants; à cet égard, appelle la Commission à donner suite aux conclusions du Conseil Compétitivité des 9 et 10 octobre 2008 sur l'efficacité énergétique; souligne le rôle clé et le potentiel de développement qu'incarnent les énergies renouvelables pour les régions de l'Union européenne, tant pour créer des emplois que pour promouvoir le développement local durable; invite la Commission à examiner toutes les possibilités pour le financement de la construction, d'ici à 2015, d'un maximum de 12 installations pilotes de captage et de stockage du carbone, et à présenter ses propositions à temps;

Expresses serious concern about the relatively limited amount of funds reserved for actions to tackle climate change and to improve energy efficiency and renewable energies; is convinced that much more investment is required in this area; considers that, in the light of the mid-term review of the implementation of the Structural Funds, stronger EU guidelines and increased financial resources must be allocated to serve these objectives and specifically that at least 5% of structural funding should be required to be spent on improving the energy efficiency of existing homes; in this respect, calls on the Commission to follow up on the Conclusions of the Competitiveness Council of 9 and 10 October 2008 on energy efficiency; underlines the key role and development potential that renewable energies represent for EU regions, both to create jobs and to foster sustainable local development; calls on the Commission to consider all possibilities to finance the construction of up to 12 demonstration plants with carbon capture and storage by 2015 and to present its proposals timeously;
