Calls for strong measures to restore confidence in the banking sector and thus boost investment; recalls that insufficient access to finance remains one of the critical barriers preventing SMEs from finding private capital to match EU co-funding and regaining competitiveness; underlines the fact that Cohesion Policy’s innovative financial instruments, together with EIB capital, can act as a catalyst for investment targeted towards SMEs and serve as a complement to traditional bank lending; recommends that the application of Structural Funds, together with EIB financing, be further explored, inter alia with regard to financing venture capital funds and funds of funds, which can multiply the value of the money by generating additional financing for SMEs; urges the Commission to provide detailed information and further assistance and guidance to Member States and regions concerning financial instruments under Cohesion Policy in 2013 and the future programming period (2014-2020);

18. considère que l'Union européenne et ses États membres devraient tout particulièrement œuvrer à une utilisation accrue des Fonds structurels et du Fonds de cohésion pour générer des financements supplémentaires en provenance de la BEI, de la BERD, d'autres institutions financières internationales et du secteur privé, tout en encourageant les initiatives fondées sur des partenariats public-privé (PPP), telles que les obligations européennes pour le financement de projets; fait observer que les PME peuvent tirer un bénéfice particulier des investissements visant à renforcer les capacités, les infrastructures et le capital humain; mesure le potentiel que recèle l'élargissement du champ des instruments financiers innovants afin de renforcer leur efficacité en tant que sources de financement complétant les méthodes de financement traditionnelles; souligne que le caractère renouvelable des instruments financiers et une conception souple de l'intégration de ces instruments au niveau régional pourraient exercer un effet multiplicateur sur le budget de l'Union, encourager les partenariats public-privé, ouvrir d'autres sources de financement et apporter un nouveau flux de financement appréciable pour les investissements stratégiques en soutenant les investissements durables à long terme en cette période de contraintes budgétaires;
18. Considers that the EU and the Member States should take action notably to enhance the use of the Structural Funds and the Cohesion Fund as a catalyst for attracting additional funding from the EIB, EBRD, other international financial institutions and the private sector, while encouraging initiatives based on public-private partnerships (PPP), such as EU Project Bonds; notes that SMEs can particularly benefit from investments that strengthen capacities, infrastructure and human capital; recognises the potential of extending the scope of innovative financial instruments so that they are used to greater effect as access to finance to complement traditional financing methods; stresses that the revolving nature of financial instruments and a flexible approach to integrating such instruments at regional level could achieve a multiplying effect of the EU budget, foster public-private partnerships, open up alternative sources of finance and provide an important new financing stream for strategic investments, supporting long-term, sustainable investments at a time of fiscal constraint;
