Eurostat published the following advice in 2013: the accounting treatment of the Bank of England Asset Purchase Facility Fund (BEAPFF) and flows between the Bank of England and HM Treasury in the United Kingdom, the statistical treatment of a concession sale before privatisation in Portugal, the recapitalisation of the Dexia Group in Belgium, the classification of the Sociedad de activos de Restructuracion (SAREB) in Spain, the recording of financial corrections related to EU funds in accordance with Regulation 1083/2006 art 100(1) in Romania, the statistical treatment of the mobile phone spectrum 15 years concession in Hungary, the treatment of the LAK Invest Real estate transaction in the Flemish Region in Belgium, the recording of IABF Guarantee Fee in the Netherlands, the treatment of tax refunds, penalty payments and interim payments in the Her Majesty's Revenue and Customs (HMRC) tax case in the United Kingdom, the recording of cancellation of payables related to penalties and fines to be paid by CFR Cai Ferate to private energy suppliers in Romania and the statistical classification of MyCSP Ltd. in the United Kingdom.

ERDF is implemented at a national level by means of 7-year programmes as part of a Partnership Agreement with the EU which involves the five European Structural and Investment Funds (ESI Funds): ERDF, European Social Fund (ESF), Cohesion Fund, European Maritime and Fisheries Fund (EMFF) and European Agricultural Fund for Rural Development (EAFRD).

Recommends that the Commission re-analyse the possibilities of implementing the pilot project initiated by the European Parliament entitled ‘Erasmus for elected local and regional representatives’ and, with a view to raising the standard of proposed projects and meet the objective of efficiency, calls on the Commission to implement, under the ERDF operational technical assistance budget line, a training and mobility scheme for local and regional actors involved in running cohesion policy programmes together with the partners specialised in implementing the concepts of integrated approach and multilevel governance; asks the Commission, therefore, to allocate funding for these initiatives effectively and to reinforce networking with regional and local authorities, including through the Committee of the Regions;

(10) considérant que la Communauté s'est engagée dans une réforme de la politique agricole commune impliquant des mesures structurelles et un accompagnement en faveur du développement rural; que, dans ce cadre, les Fonds européen d'orientation et de garantie agricole (FEOGA), section "orientation", doit continuer à contribuer à la réalisation de l'objectif prioritaire de développement et d'ajustement structurel des régions en retard de développement, par le biais de l'amélioration de l'efficacité des structures de production, de transformation et de commercialisation des produits agricoles et sylvicoles, ainsi que du développement du potentiel endogène des zones rurales; qu'il convient que le FEOGA, section "garantie", contribue à la réalisation de l'objectif prioritaire de la reconversion économique et sociale des zones en difficulté structurelle, conformément au règlement (CE) n° 1257/1999 du Conseil du 17 mai 1999 concernant le soutien au développement rural par le Fonds européen d'orientation et de garantie agricole (FEOGA) et modifiant et abrogeant certains règlements(7);
(10) Whereas the Community has undertaken a reform of the common agricultural policy which includes structural and accompanying measures for promoting rural development; whereas in this context the Guidance Section of the European Agricultural Guidance and Guarantee Fund (EAGGF) should continue to contribute to attaining the priority objective of the development and structural adjustment of the regions whose development is lagging behind, by improving the efficiency of the structures of production, processing and marketing of agricultural and forest products and developing local potential in rural areas; whereas the EAGGF Guarantee Section contributes to attaining the priority objective of economic and social conversion of areas facing structural difficulties, in accordance with Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and amending and repealing certain Regulations(7);
