22. salue la création du Fonds européen pour les investissements stratégiques (FEIS) et son effet de levier potentiel; souligne que l'objectif principal du FEIS devrait être la cohésion économique, sociale et territoriale et qu'il devrait dès lors bénéficier à toutes les régions de l'Union; souligne la nécessité de l'additionnalité des ressources du nouveau fonds pour assurer la complémentarité et la synergie entre le FEIS et les Fonds ESI, tout en maintenant l'indépendance financière de ces instruments; recommande, dans le même ordre d'idée, aux parties concernées de s'appuyer sur l'expérience acquise lors de la mise en œuvre du plan européen pour la relance économique en 2008, notamment en ce qui concerne les investissements intelligents;

Welcomes the new European Fund for Strategic Investment (EFSI) and its potential leverage effect; underlines that the EFSI’s main objective should be to ensure economic, social and territorial cohesion, and that it should therefore benefit all the regions of the EU; highlights the need to ensure the additionality of EFSI’s resources – and, hence, the complementarity and synergy between it and ESIF, while keeping each financially separate from the other – and, in the same vein, advises the parties concerned to build on the experiences gained from the implementation of the European Economic Recovery Plan in 2008, in particular regarding smart investments;

Regrets that the Sixth Cohesion Report does not include an in-depth assessment on the achievements of the technical assistance facility JASPERS, which during the 2007-2013 period provided the Member States with the technical expertise needed to prepare high-quality major projects for co-financing with EU funds; welcomes the launch of the JASPERS Networking Platform for capacity-building activities in 2013 and the establishment in 2014 of the Networking and Competence Centre division for delivery of specialist expertise in project preparation for the programming period 2014-2020; welcomes the establishment of a Competence Centre on administrative capacity building regarding ESIF that should contribute to enhancing the capacity of all authorities in the Member States involved in the management and implementation of ESIF;

The provisions in this Regulation are closely linked, since they deal with the fund-specific rules for each of the five European Structural and Investment Funds (the ‘ESI Funds’) on aspects common to three or more of them, i.e. a methodology for climate change support, the determination of milestones and targets in the performance framework and the nomenclature of categories of intervention and all affect the content of programmes.

3. Pour tous les Fonds ESI, à l'exception du FSE et du Feader, la valeur intermédiaire et la valeur cible pour un indicateur de réalisation renvoient à des opérations dans lesquelles toutes les actions conduisant à des réalisations ont été menées intégralement, mais pour lesquelles tous les paiements n'ont pas nécessairement été effectués.
3. For all ESI Funds, except for the ESF and the EAFRD, the milestone and target for an output indicator shall refer to operations, where all the actions leading to outputs have been implemented in full, but for which not all the payments have necessarily been made.

2. Le taux forfaitaire est appliqué à la contribution des Fonds ESI déterminée sur la base des dépenses déclarées par l'État membre au titre de la priorité qui remplit les conditions visées à l'article 22, paragraphe 7, premier alinéa, du règlement (UE) no 1303/2013, après l'application de toutes autres corrections financières.
2. The flat rate shall be applied to the contribution from the ESI Fund determined on the basis of the expenditure declared by the Member State under the priority that meets the conditions referred to in the first subparagraph of Article 22(7) of Regulation (EU) No 1303/2013, after the application of any other financial corrections.
