Part Two of this Regulation shall apply to all the ESI Funds except when it explicitly allows for derogations.

3. Pour tous les Fonds ESI, à l'exception du FSE et du Feader, la valeur intermédiaire et la valeur cible pour un indicateur de réalisation renvoient à des opérations dans lesquelles toutes les actions conduisant à des réalisations ont été menées intégralement, mais pour lesquelles tous les paiements n'ont pas nécessairement été effectués.
3. For all ESI Funds, except for the ESF and the EAFRD, the milestone and target for an output indicator shall refer to operations, where all the actions leading to outputs have been implemented in full, but for which not all the payments have necessarily been made.

Les organismes chargés de la préparation des programmes enregistrent les informations sur les méthodologies et les critères retenus aux fins de la sélection des indicateurs pour le cadre de performance, afin de veiller à ce que les valeurs intermédiaires et les valeurs cibles correspondantes soient conformes aux conditions énoncées au paragraphe 3 de l’annexe II du règlement (UE) no 1303/2013 et ce, pour tous les programmes et priorités bénéficiant d'un soutien au titre des Fonds ESI, ainsi que pour la dotation spécifique allouée à l’initiative pour l’emploi des jeunes («IEJ») visée à l'article 16 du règlement (UE) no 1304/2013 du Parlement européen et du Conseil (4), sous réserve des exceptions visées au paragraphe 1 de l’annexe II du règlement (UE) no 1303/2013.
1. The bodies preparing programmes shall record information on the methodologies and criteria applied to select indicators for the performance framework to ensure that corresponding milestones and targets comply with the conditions set out in paragraph 3 of Annex II to Regulation (EU) No 1303/2013 for all programmes and priorities supported by the ESI Funds, as well as the specific allocation to the Youth Employment Initiative (‘YEI’) as referred to in Article 16 of Regulation (EU) No 1304/2013 of the European Parliament and of the Council (4), subject to the exceptions set out in paragraph 1 of Annex II to Regulation (EU) No 1303/2013.

7. La part du budget de l'Union alloué aux Fonds ESI est mise en œuvre dans le cadre de la gestion partagée entre les États membres et la Commission, conformément à l'article 59 du règlement financier, à l'exception du montant transféré du Fonds de cohésion au MIE visé à l'article 92, paragraphe 6, du présent règlement, des actions innovatrices à l'initiative de la Commission au titre de l'article 8 du règlement FEDER, de l'assistance technique à l'initiative de la Commission, et du soutien apporté à la gestion directe au titre du règlement FEAMP.
7. The part of the budget of the Union allocated to the ESI Funds shall be implemented within the framework of shared management between the Member States and the Commission, in accordance with Article 59 of the Financial Regulation, with the exception of the amount of support from the Cohesion Fund transferred to the CEF referred to in Article 92(6) of this Regulation, innovative actions at the initiative of the Commission under Article 8 of the ERDF Regulation, technical assistance at the initiative of the Commission and the support for direct management under the EMFF Regulation.
