14. Calls on the Commission to establish new financing opportunities for Member States, including with the aid of the European Investment Bank (EIB), by means of which the dairy industry will be reformed; considers financial support, such as guarantee funds, revolving funds and investment capital, to be essential, along with resources provided by the EIB, in order to intervene at the level of structural and European investment funds, in particular in harmony with rural development; this would enable a multiplier effect to be achieved in terms of growth and income, as well as facilitating access to credit for dairy farmers; welcomes in this regard the financing opportunities presented to farmers in the dairy sector by the EIB’s new fund, which offers lower interest rates to facilitate on-farm investment and modernisation, while offering financing opportunities to young farmers to grow their businesses; further highlights the complementary nature of the European Fund for Strategic Investments financing, which would help to develop the milk sector by attracting private capital with a view to expense accountability and increased investment effectiveness;

5. insiste sur le fait que, face à la lourdeur des contraintes budgétaires et à la restriction des capacités de prêt du secteur privé, les Fonds structurels et les fonds d'investissement de l'Union sont des leviers précieux pour stimuler l'économie, en particulier à travers l'utilisation d'instruments financiers novateurs; est convaincu qu'un recours accru à ces instruments dans le cadre de la politique de cohésion pourra encourager les partenariats public-privé, créer un effet multiplicateur avec le budget de l'Union, garantir un flux de financement important pour les investissements régionaux stratégiques et accroître le potentiel de croissance de l'Union; se félicite à cet égard du rôle capital dévolu auxdits instruments dans la politique de cohésion au cours de la période de programmation 2014-2020; exhorte la Commission à leur conférer également un rôle plus clair dans les recommandations par pays et à mieux aligner les Fonds structurels et les fonds d'investissement européens sur les programmes de la BEI, en particulier en ce qui concerne les garanties de prêt pour les PME et les microentreprises;

Points out that, at a time of heavy fiscal constraint and reduced lending capacity in the private sector, the EU Structural and Investment Funds represent an essential lever for stimulating the economy, especially through the use of innovative financial instruments; believes that increased use of innovative financial instruments within Cohesion Policy can foster public-private partnerships, achieve a multiplier effect with the EU budget, guarantee an important financing stream for strategic regional investment and raise EU growth potential; welcomes, in this regard, the important role that the new innovative financial instruments will play within Cohesion policy in the programming period 2014-2020; urges the Commission to give financial instruments also a clearer position within the CSRs and strengthen the alignment of the European Structural and Investment Funds with the EIB programmes, particularly in the area of loan guarantees for SMEs and microenterprises;
