(Return tabled) Question No. 62 Ms. Libby Davies: With respect to funds for infrastructure spending in Budget 2009: (a) what funds are new funds and what funds are carried over from Budget 2008 and previous years; (b) when will infrastructure funds be available to municipalities and provinces, (i) what will the application process be, (ii) how will the process differ from regularly budgeted funds, (iii) what steps is the government taking to ensure the application process is not redundant, (iv) what steps is the government taking to ensure the protection of environmental assessments, (v) what steps is the government taking to ensure the process is equitable across municipalities, (vi) what departments will be responsible for the funds, (vii) when do funds revert back to federal projects; (c) are there population restrictions for some or all parts of the program, and are there other restrictions that apply; (d) what new funds will require public-private partnerships; and (e) what funding will require cost-sharing with the provinces and municipalities, and are any infrastructure funds available without the requirement of cost-sharing?

Considering the limited resources available, the EU will need to focus its co-financing from the TENs budget on the critical border crossing sections and the other main bottlenecks on the priority projects. Moreover, Member States should optimise the use of the EU Structural and Cohesion Funds to support the financing of transport infrastructure. EU funds will be concentrated on those projects which offer the greatest added value for Europe and where active collaboration with national and other financing organisations is guaranteed. Interoperability actions and major feasibility studies shall be financed throughout the Union. The Marco Polo programme, with a budget of € 450 million until 2013, will contribute directly to offering alternatives in other modes of transport to operators on congested roads.

Structural Funds will support in particular the measures listed below: - infrastructure measures to protect the environment, in particular * reclamation of derelict industrial sites and restoration of derelict commercial areas including the necessary decontamination * investments in waste water treatment and refuse disposal * water supply and distribution - investment of the productive sector in environmental improvement and clean technologies - productive investment in connection with business start-ups, setting-up, extension, rationalisation and restructuring of enterprises which can unequivocally be related to environmental improvement - introduction of services and environmental agencies for giving advice and information Priority 5 - Measures to promote the development of human resource, vocational training and further training as well as employment The strategy to develop human resources and employment and to combat unemployment - in line with the White Paper - will concentrate the efforts of the ESF on the following priorities: - measures for training, retraining and lifetime learning; assistance with finding a job; help for those who have lost their jobs, are threatened with unemployment of who are in employment but need to have their qualifications brought into line with market needs and new technologies; - measures for target groups which concentrate on one of the following areas: a) improved access for young people to initial training and the transition to the labour market including Youth start measures; b) improvement in the opportunities for employment and training for unemployed persons who are difficult to place in work, long-term unemployed persons threatened with exclusion from the labour market; c) improvement of vocational qualification and (re)integration of women into the labour market in all areas of the economy. - technical assistance measures together with pilot and demonstration projects.
