Today's proposal is based on an assessment of the supervisory arrangements for CCPs, as well as on feedback from a series of public consultations, notably on the operations of the European Supervisory Authorities (ESAs) and on the Capital Markets Union (CMU) Mid-Term Review.It also considers feedback received following the publication of the Commission's Communication responding to challenges for critical financial market infrastructures.

(Return tabled) Question No. 34 Ms. Olivia Chow: With regard to infrastructure funding requests since 2006, broken down by infrastructure funding program, including but not limited to the Public Transit Fund, the Municipal Rural Infrastructure Fund, the Canada Strategic Infrastructure Fund, the Border Infrastructure Fund, the Infrastructure Canada Program, the Green Infrastructure Fund, and the Building Canada Fund: (a) how many applications for funding have been received; (b) how many applications have been rejected; (c) what is each application that has been rejected, including the date of application; (d) for applications identified in (c), what was the reason for rejection; (e) for applications identified in (c), what was the electoral district of the proposed project; and (f) how many applications are pending decision?

La proposition de la Commission en vue de la mobilisation du FSUE se fonde sur le point 26 de l'Accord institutionnel du 17 mai 2006 sur la discipline budgétaire et la bonne gestion financière, qui permet une telle mobilisation à concurrence d'un montant annuel maximal de 1 000 000 000 EUR.Les conditions de l'éligibilité à l'intervention du fonds sont énumérées dans le règlement du Conseil n° 2012/2002 instituant le FSUE, et il convient de rappeler que l'objectif du Fonds n'est pas d'indemniser les dommages causés aux particuliers, mais bien de réparer les infrastructures, et qu'il s'agit d'un instrument de refinancement. La présente proposition de mobilisation du Fonds est la première qu'ait présentée la Commission pour l'exercice 2011.
The conditions of the eligibility to the Fund are detailed in Council Regulation n°2012/2002 establishing the EUSF, and it has to be recalled that the objective of the Fund is to repair infrastructure and is a tool of refinancing, and shall not compensate private damages. This proposal for mobilisation of the EUSF is the first one presented by the Commission for the year 2011.

Question No. 180 Mr. Wayne Marston: With regards to sport infrastructure eligibility in the Building Canada program: (a) how has the government advertised and solicited applications for sport infrastructure projects; (b) how many applications have been received and where eligible; (c) what have been the infrastructure requests in the applications; (d) what is the total amount of funds dispersed for sport infrastructure under the Building Canada program; and (e) what applications have been accepted?

– (IT) La Commission a bien fait de mobiliser 13 022 500 euros du Fonds de solidarité parallèlement à la présentation d’un projet de budget rectificatif (PBR nº 8/2010) à la suite de la demande d’assistance présentée par l’Irlande et liée aux inondations de novembre 2009, ayant provoqué des dégâts considérables aux infrastructures nationales dont le coût s’élève à 520,9 millions d’euros.
– (IT) The Commission did well to mobilise EUR 13 022 500 of the Solidarity Fund with the parallel submission of a draft amending budget (DAB No 8/2010) following the application for assistance submitted by Ireland in connection with the flood of November 2009, which caused massive damage to the national infrastructure amounting to some EUR 520.9 million.

A cet égard, un pas important consisterait à approuver la proposition présentée par la Commission dans le cadre d'Agenda 2000 de réserver 5,5 milliards d'Ecus pour les réseaux transeuropéens au cours de la période 2000-2006; l'utilisation de ces fonds pour encourager la mise au point d'instruments destinés à canaliser les capitaux à risque de source privée vers les projets d'infrastructure; le perfectionnement des instruments de prêt de la BEI, pour mieux les adapter aux caractéristiques des projets d'infrastructure à long terme et permettre à la BEI de prendre davantage de risques, comme elle le fait pour les petites et moyennes entreprises dans le cadre du programme d'action spécial d'Amsterdam de 1997; l'examen de la possibilité pour le FEI de fournir des capitaux à risque aux réseaux transeuropéens et d'étendre son champ d'activité aux pays candidats à l'adhésion, ainsi que la clarification et l'élargissement de ses règles d'éligibilité; ainsi le FEI pourra contribuer le plus efficacement possible à la réalisation de projets d'infrastructure.
A major step in this respect would be to endorse the Commission proposal in Agenda 2000 for 5.5 Becu for trans-European networks in the period 2000 to 2006. Use of these funds to encourage the development of instruments for channelling private sector risk capital into infrastructure projects. Development of European Investment Bank lending instruments to better fit the features of long-term infrastructure projects allowing the Bank to take more risk, in line with its support for small and medium-sized enterprises under the Amsterdam Special Action Programme of 1997. Exploration of the possibility for the EIF to provide risk capital for TEN's, and to extend its activities to accession countries, together with a clarification or enlargement of its eligibility rules, so that it can make the most effective possible contribution to infrastructure development.
