LUTTE CONTRE LA FRAUDE Donnant suite aux conclusions du Conseil européen d'Essen, qui avait demandé aux institutions et aux Etats membres de mener une action concertée pour combattre la fraude, le Conseil : - a examiné le rapport annuel de la Commission sur la fraude et son programme de travail dans ce domaine pour 1995 et a adopté une série de conclusions à ce sujet (cf. Annexe I). - a pris acte des résultats d'un premier examen, par le comité consultatif pour la coordination dans le domaine de la lutte contre la fraude, des rapports présentés par les Etats membres sur les mesures qu'ils mettent en oeuvre au niveau national pour lutter contre le gaspillage et le détournement des fonds communautaires; il a adopté sur ce point des conclusions qui comportent un certain nombre de recommandations pour la poursuite des travaux au cours du deuxième semestre 1995, dont les résultats devront être soumis au Conseil européen de décembre à Madrid (cf. Annexe II). - a constaté un accord de principe sur l'ensemble du projet d'orientation commune concernant le règlement relatif à la protection des intérêts financiers des Communautés; ce texte établira pour la première fois un cadre commun pour lutter contre le gaspillage et le détournement des fonds communautaires dans tous les domaines couverts par les politiques communautaires.
COMBATING FRAUD Following up the conclusions of the Essen European Council, which had asked the Institutions and the Member States to act together to combat fraud, the Council: - examined the Commission's annual report on fraud and its 1995 work programme in this area and adopted a series of conclusions on the matter (See Annex I); - noted the findings from an initial examination, by the Advisory Committee for the Coordination of Fraud Prevention, of the reports submitted by the Member States on the measures they were implementing at national level to combat the waste and misuse of Community funds; on this point it adopted conclusions involving a number of recommendations for continuing the discussions in the second half of 1995, the results of which will have to be submitted to the Madrid European Council in December (see Annex II); - noted that there was an agreement in principle on the whole of the draft joint guideline concerning the Regulation on the protection of the European Communities' financial interests; the Regulation will establish for the first time a common framework for combating the waste and misuse of Community funds in all areas covered by Community policies.
