Évaluations ex post 1994-1999 concernant l'objectif 5a, l'objectif 5b et LEADER II : les États membres et les régions ont présenté de nombreuses études d'évaluation concernant les actions qui ont bénéficié du soutien des Fonds structurels durant la période 1994-1999. Ces actions ont concerné l'installation de jeunes agriculteurs, les régions défavorisées, l'investissement dans des exploitations agricoles, la transformation et la commercialisation des produits agricoles, les programmes objectif 5b et l'initiative communautaire LEADER II. Les études ont été réalisées au niveau national conformément aux orientations publiées par la Commission qui, entre-temps, a mis en chantier une synthèse de ces informations afin d'en tirer des conclusions au niveau communautaire.
Ex-post evaluations for 1994-99 concerning Objectives 5(a) and 5(b) and Leader II: The Member States and regions presented a large number of evaluation studies for the measures supported from the Structural Funds in 1994-99 regarding the setting-up of young farmers, less favoured areas, investment in agricultural holdings, processing and marketing of agricultural products, Objective 5(b) programmes and the Leader II Community Initiative. These studies were carried out at national level using guidelines issued by the Commission, which meanwhile initiated the process of synthesising this information in order to draw conclusions at Community level.

1.3 Le Comité préconise l'approche LEADER et son élargissement sous la forme de partenariats ascendants aux autres fonds européens destinés aux zones rurales, et recommande expressément d'utiliser aussi cette même méthode, sous une autre appellation, dans les villes afin de mener à bien les stratégies et les investissements en matière de développement.
1.3 The EESC subscribes to the LEADER approach and its extension in the form of bottom-up partnerships for funding from other EU funds for rural areas, and specifically recommends using this approach, under a different name, in urban areas for implementing development and investment strategies.

De ce fait, elle est pleinement conforme à l'esprit et aux objectifs de l'approche LEADER, à savoir une approche «ascendante» qui se fonde sur le caractère spécifique des problèmes locaux, structurée par l'union des forces des acteurs locaux qui, ensemble, exploitent mieux le potentiel intrinsèque de leur région.
It is completely in keeping with the spirit and objectives of the LEADER method: a bottom-up approach based on the specific nature of local problems, whereby local stakeholders join forces to make more effective use of their region's intrinsic potential.

1.7 Pour la transition vers un volume de ressources accru, l'utilisation cumulée de plusieurs fonds et la transposition de l'approche aux zones urbaines, le Comité recommande de revenir, par le biais du «processus d'apprentissage», à la phase durant laquelle l'approche LEADER était perçue comme un laboratoire, tout en s'appuyant sur l'expérience acquise au cours des deux décennies lorsque l'approche et les initiatives communautaires ont commencé à être mises en œuvre dans les zones rurales, expérience indéniablement positive.
1.7 As regards shifting to a greater volume of resources, drawing on several funds at once and applying the approach to urban areas, the EESC recommends returning via the “learning process” stage to the point where the LEADER approach was considered a laboratory, and building on experience acquired over the past twenty years when the approach and the Community Initiatives started being implemented in rural areas, which was an unquestionably positive experience.

Les fonds utilisés jusqu'ici pour ce cofinancement comprennent les fonds structurels (notamment le FEDER, le FEOGA-Orientation dans certaines régions et les initiatives INTERREG et LEADER), le Fonds de Cohésion, le FEOGA - section garantie (pour le financement de mesures de développement rural y compris les mesures d'accompagnement), et l'instrument financier LIFE pour l'environnement (notamment LIFE-Nature).
The funds, which have been used for this purpose to date, include the Structural Funds (in particular the ERDF, the EAGGF-Guidance in certain regions and the INTERREG and LEADER Initiatives), the Cohesion Fund, the EAGGF-Guarantee Section (for the financing of Rural Development measures including the accompanying measures), and LIFE (in particular LIFE-Nature).

Pour la période 2000-2006, elle a donc inscrit Leader+, nouvelle Initiative communautaire concernant le développement rural, dans la réglementation générale des Fonds structurels.
It therefore included Leader+, the new Community Initiative for rural development, in the general rules on the Structural Funds for the 2000-06 programming period.

Les dispositions du règlement général sur les Fonds structurels concernant la gestion, le contrôle, le suivi et l'évaluation des interventions dans le cadre de l'Initiative Leader+ sont applicables.
The parts of the general Regulation on the Structural Funds dealing with the management, control, monitoring and evaluation of assistance apply to the Leader+ Initiative.
