Si, à la fin d'un exercice pour lequel elle a reçu une subvention de fonctionnement, une fondation politique européenne au sens du règlement (UE, Euratom) no 1141/2014 du Parlement européen et du Conseil réalise un excédent de recettes par rapport à ses dépenses, la partie de cet excédent correspondant au maximum à 25 % des recettes totales pour cet exercice peut, par dérogation au principe de non-profit prévu au paragraphe 4 du présent article, être reportée sur l'exercice suivant à condition qu'elle soit utilisée avant la fin du premier trimestre de celui-ci.
If a European political foundation within the meaning of Regulation (EU, Euratom) No 1141/2014 of the European Parliament and of the Council realises a surplus of income over expenditure at the end of a financial year in which it received an operating grant, the part of that surplus corresponding to up to 25 % of the total income for that year may, by derogation from the no-profit principle laid down in paragraph 4 of this Article, be carried over to the following year provided that it is used before the end of the first quarter of that following year.

On 22 October 2014 the European Parliament and the Council adopted Regulation (EU, Euratom) No 1141/2014 repealing Regulation (EC) No 2004/2003 and laying down new rules for, inter alia, the funding of political parties and political foundations at European level, in particular with regard to funding conditions, the award and distribution of funding, donations and contributions, financing of campaigns for elections to the European Parliament, reimbursable expenditure, the prohibition of funding, accounts, reporting and audit, implementation and control, penalties, cooperation between the Authority for European political parties and foundations, the Authorising Officer of the European Parliament and the Member States, and transparency.

Par souci de sécurité juridique et de transparence, il y a lieu de prévoir expressément qu'un parti politique européen ou une fondation politique européenne peut être radié(e) du registre si il ou elle ne remplit plus les conditions d'enregistrement en raison d'un changement de circonstances ou si les informations fournies par ce parti ou cette fondation sont fausses ou incomplètes.
For reasons of legal certainty and transparency it will be explicitly provided that where a European political party or political foundation, due to a change in circumstances, no longer fulfils the conditions for registration, or where the party or foundation has provided false or incomplete information, it should be removed from the Register.
