Acknowledges from the Foundation that since 2011, the Foundation has established a system of monitoring and reporting potential conflicts of interest of members of the Governing Board and the relevant forms are published on the Foundation's website; acknowledges, furthermore, that the Foundation’s Governing Board discussed a comprehensive strategy on the detection and management of conflicts of interest at its meeting of 25 October 2013 and that the policy is currently being finalised on this basis, with the aim of publishing it in the first quarter of 2014; calls on the Foundation to submit the adopted document to the discharge authority;

5. observe que, selon la Cour des comptes, le montant reporté représentait plus de 55 % des crédits (soit 4 900 000 EUR) pour l'exercice 2008; prend toutefois acte de la réponse de la Fondation, qui déclare que les insuffisances existent mais qu'elles sont moins importantes (10 %) que celles indiquées par la Cour des comptes, du fait qu'il était déjà prévu dans la programmation annuelle de la Fondation de reporter un montant de 45 % du titre 3 en raison, d'une part, de la durée des marchés d'étude et, d'autre part, du calendrier de paiement de la Fondation; souligne néanmoins que cette situation est révélatrice d'insuffisances affectant la planification et la programmation des activités opérationnelles de la Fondation et est contraire au principe d'annualité; demande par conséquent à la Fondation de bien vouloir prendre des mesures pour éviter cette situation à l'avenir et d'en informer l'autorité de décharge;

Notes that, according to the Court of Auditors, the amount carried over represented more than 55% of appropriations (EUR 4 900 000) for the financial year 2008; acknowledges, however, the Foundation's reply to the effect that shortcomings exist, but that the level of appropriations carried over is lower than that indicated by the Court of Auditors (10%) by virtue of the fact that its annual programming in any case made provision for 45% of the appropriations under Title 3 to be carried over, in view of the duration of the study contracts and the Foundation's payment schedule; stresses, nevertheless, that this state of affairs indicates shortcomings in the planning and programming of the Foundation's operational activities and is at odds with the principle of annuality; calls on the Foundation, therefore, to take action to prevent this situation recurring in future and then to inform the discharge authority of what it has done;

Welcomes the plans to establish a European Endowment for Democracy (EED), as set out in the Joint Communication of the VP/HR and the Commission, the Council Conclusions of the 3101st and 3130th meetings, leading to the Declaration on the Establishment of a European Endowment For Democracy agreed to by COREPER on 15 December 2011, together with the efforts undertaken by a European Endowment for Democracy Working Group established under the auspices of the EEAS in cooperation with Member States and EU institutions; underlines the Endowment's potential function, under Parliament's oversight, as a flexible and expert tool to support actors striving for democratic change in non-democratic countries and countries in transition; urges the Council to ensure that, among its other actions, any such tool complements the activities of existing instruments, in particular the EIDHR, without creating unnecessary bureaucratic structures; stresses that the EU's contribution to the EED budget must be genuinely additional and must be delivered in full conformity with financial rules, respecting the right of the budgetary authority to monitor and scrutinise;

L’évaluation externe de la Fondation européenne pour l’amélioration des conditions de vie et de travail, ci-après dénommée «la Fondation», réalisée en 2001 souligne la nécessité d’adapter les dispositions du règlement (CEE) no 1365/75 afin de préserver l’efficacité de la Fondation et de ses structures de gestion, en révisant notamment les dispositions concernant le comité d’experts.
The external evaluation of the European Foundation for the Improvement of Living and Working Conditions (hereinafter the Foundation) carried out in 2001 underlines the need to adapt the provisions of Regulation (EEC) No 1365/75 in order to maintain the efficiency and effectiveness of the Foundation and its management structures, including a revision of the provisions concerning the Committee of Experts.
