Si nous étions un pays unitaire et qu'il n'y avait qu'un seul régime de prêts canadiens qu'on souhaitait améliorer en en faisant un régime de prêts et bourses.C'est d'ailleurs un choix que le gouvernement du Canada aurait pu faire; il aurait pu décider, au lieu de faire une nouvelle loi créant une fondation, de modifier la Loi fédérale sur les prêts aux étudiants déjà existante pour y intégrer les bourses.
