B. considérant que les objectifs réels, originels et directs des sanctions étaient d'empêcher l'Irak de redevenir une puissance militaire significative, de menacer ou être en mesure de menacer d'autres États, d'accéder aux armes de destruction massive et d'amener par ailleurs l'Irak à libérer quelque 600 prisonniers Koweïtiens déportés et à ne plus contester la souveraineté du Koweït, que ces sanctions se fondaient indirectement sur l'espoir de voir Saddam Hussein mettre fin à la répression sanglante frappant le peuple irakien; considérant que ces sanctions n'ont pas encore permis d'atteindre ces objectifs,
B. having regard to the actual, original, direct aims of the sanctions, which were intended to prevent Iraq from rebuilding significant military capability, from threatening, or being in a position to threaten, other states and from obtaining access to weapons of mass destruction, which were aimed, furthermore, at obtaining the release by Iraq of the ca 600 Kuwaitis taken prisoner and ensuring that Iraq respected the sovereignty of Kuwait, and which, not least, indirectly encompassed the hope of an end to the bloody suppression of the Iraqi people by Saddam Hussein; whereas sanctions have not yet, achieved these objectives,
