Cette optique s’inscrit parallèlement au fait que, jusqu’il y a peu, la dimension externe de la politique en matière de migration avait très souvent pour but d’améliorer la gestion des flux migratoires afin de réduire la pression migratoire exercée sur l’Union.
This goes in parallel with the fact that until recently the external dimension of the migration policy has been prevalently built around the objective of better managing the migratory flows with a view to reducing the migratory pressure on the Union.

fostering the links between migration and development, especially by encouraging the contribution of diasporas to the development of their country of origin and increasing the value of migrants' return; mitigating brain drain and promoting the circular movement of skilled migrants; facilitating financial transfers of migrants to their country of origin; supporting voluntary return and reintegration of migrants and building capacities for migration management; fostering capacity building efforts to help countries in the formulation of pro-development migration policies and in their capacity to jointly manage migration flows;

Par conséquent, afin de réguler les flux migratoires de façon satisfaisante et de réduire l'immigration clandestine, l'Union européenne doit adopter une stratégie coordonnée prenant en considération tous les aspects étroitement liés de la question des flux migratoires et travailler en partenariat étroit avec les pays d'origine et de transit.
In order to regulate migrant flows successfully, therefore, and to reduce illegal immigration, the EU needs to adopt a co-ordinated approach which takes into account all the various interlinked aspects of the migratory system and to work in close partnership with the countries of origin and transit.
