52. relève que le protocole n° 6, annexé aux traités, sur la fixation des sièges des institutions, adopté de commun accord par les gouvernements des États membres, impose au Parlement ses trois lieux de travail; prend acte de l'appel exprimé dans sa résolution du 17 avril 2013 sur la décharge 2011 demandant «au Secrétaire général et au Bureau du Parlement de fournir aux députés des chiffres et des informations actualisés sur l'incidence financière et environnementale de l'accord relatif au maintien de plusieurs sièges», à la suite de sa résolution du 6 février 2013 sur les lignes directrices de la procédure budgétaire 2014 et du rapport sur la fixation des sièges des institutions européennes adopté le 20 novembre 2013;

Notes that Protocol 6, annexed to the Treaties, on the location of the seats of the institutions, decided by common agreement of the governments of the Member States, imposes on Parliament its three working places; notes the call expressed in its resolution of 17 April 2013 on the 2011 discharge for ‘the Secretary-General and the Bureau to provide Members with up-to-date figures and information on the financial and environmental impact of the multiple seat arrangement’ that followed Parliament’s resolution of 6 February 2013 on the guidelines for the 2014 budget procedure and the report on the location of the seats of the European Institutions adopted on 20 November 2013;

H. considérant que la CJUE a jugé que la fixation des sièges ne saurait nuire au bon fonctionnement du Parlement européen; qu'elle a reconnu les inconvénients et les coûts liés à la pluralité des lieux de travail, mais que toute modification du siège ou des lieux de travail nécessiterait de modifier les traités, et donc d'obtenir le consentement des États membres;
H. whereas the ECJ has stated that the location of the seat is not to hinder the well-functioning of Parliament; whereas it has further stated that while there are disadvantages and costs engendered by the plurality of working locations, any modification of the seat or working locations would require a Treaty change and, thus, the consent of the Member States;

Pursuant to a Decision of 29 October 1993, taken by common agreement between the representatives of the Governments of the Member States, meeting at Head of State and Government level, on the location of the seats of certain bodies and departments of the European Communities and of Europol (17), the Foundation is to have its seat in Turin, Italy.

Whereas the Representatives of the Governments of the Member States meeting at Head of State and Government level, when adopting the Decision of 29 October 1993 on the location of the seats of certain bodies and departments of the European Communities and of Europol (4), adopted by common accord a statement concerning the location of the seat of the European Centre for the Development of Vocational Training;

considérant que la décision prise du commun accord des représentants des États membres réunis au niveau des chefs d'État ou de gouvernement, du 29 octobre 1993, relative à la fixation des sièges de certains organismes et services des Communautés européennes ainsi que d'Europol (6), a fixé le siège de l'Agence pour la santé et la sécurité au travail en Espagne, dans une ville que le gouvernement espagnol désignera; que le gouvernement espagnol a désigné, à cet effet, la ville de Bilbao;
Whereas the Decision taken by common agreement between the Representatives of the Governments of the Member States, meeting at Head of State and Government level on 29 October 1993, on the location of the seats of certain bodies and departments of the European Communities and of Europol (6) stipulated that the Agency for Health and Safety at Work was to have its seat in Spain, in a town to be determined by the Spanish Government; whereas the Spanish Government has designated the city of Bilbao for that purpose;
