Comme plusieurs intervenants ont soulevé la question de l’efficacité énergétique, je voudrais répéter ce que j’ai déjà dit dans mes remarques introductives: en avril, nous présenterons une proposition qui sera axée sur les questions du changement climatique et de l’efficacité énergétique, une révision de la directive sur la taxation de l’énergie, et le train de mesures sur la fiscalité verte proposant des taux réduits de TVA pour les services verts visant à augmenter l’efficacité énergétique.
As many speakers mentioned the issue of energy efficiency, I want to repeat what I already said in my introductory remarks: in April we will come forward with a proposal that will be focused on climate change and energy efficiency issues, a review of the Energy Taxation Directive, and the Green Tax Package proposing reduced VAT rates for green services that are aimed at increasing energy efficiency.

7. Setting up a fiscal regime beneficial to innovation: the Green Paper proposes, inter alia, improvements to the accounting and tax treatment of intangible investment (research and training) to bring it into line with the treatment of tangible investment.

Neuf pistes d'action Le Livre vert, qui fera l'objet d'une vaste consultation dans les prochains mois avec les principaux acteurs concernés, propose de réflechir à neuf pistes d'action : - donner un encadrement juridique à la situation de "stagiaire" et de volontaire dans l'Union européenne (UE), permettant ainsi de régler les problèmes de sécurité sociale et de fiscalité qui entravent leur mobilité, - appliquer un traitement uniforme aux chercheurs boursiers dans tous les Etats membres, soit au travers de la reconnaissance d'une condition identique soit de l'application de mesures semblables dans toute l'Union, - assurer une protection sociale à toute personne désirant se déplacer dans l'Union dans le cadre d'une formation, celle-la étant déjà accordée aux personnes se déplaçant dans la l'UE pour chercher un emploi, - créer un espace européen des qualifications par une reconnaissance mutuelle des études, formations et stages effectués dans un autre pays membre, - supprimer la "territorialité" des bourses permettant ainsi aux plus défavorisés de pouvoir bénéficier d'une formation dans un autre Etat membre, - traiter sur un plan d'égalité les citoyens de la CE et les ressortissants de pays tiers résidant légalement dans les Etats membres, - réduire les difficultés socio-économiques en octroyant des aides aux plus démunis afin qu'ils puissent bénéficier de périodes de formation dans d'autres pays - encourager l'apprentissage des langues, même de celles de moindre diffusion, - améliorer l'information sur les possibilités existantes et sensibiliser les citoyens aux avantages de la mobilité dans leur formation.
Nine lines of action The Green Paper, which will be comprehensively reviewed by the main parties concerned in the coming months, puts forward nine lines of action: - a legal framework for the situation of "student/trainee" and volunteer in the European Union (EU) to solve the problems of social security and taxation hampering mobility; - standard treatment for researchers on a grant in the all the Member States, either through the recognition of an identical condition or the application of similar measures throughout the Union; - social protection for anyone wanting to travel in the Union as part of training or studying, this facility already being accorded to people moving in the EU for the purposes of employment; - a European area of qualifications through mutual recognition of studies and training courses in another Member State; - abolition of the "territoriality" of grants, thereby allowing the least privileged to train or study in another Member State; - equal treatment of EU citizens and third county nationals residing legally in the Member States; - reduced socio-economic problems by granting aid to the most needy to enable them to undertake periods of training in other countries; - encouragement to learn languages, even those less widely spoken; - better information on existing possibilities and raising of public awareness of the advantages of mobility in training and studying.
