La Commission estime donc que le comportement des actionniares publics est assimilé au comportement normal d'un investisseur privé en économie de marché et elle considère que l'injection de capital public dans la firme Klöckner Stahl Gmbh ne comporte pas d'éléments d'aides d'Etat.
The Commission therefore takes the view that the behaviour of the public shareholders is comparable to the normal behaviour of a private investor in a market economy and that the injection of public capital into Klöckner Stahl GmbH does not include any elements of state aid.
