Dans certaines régions de l’Union européenne, la présence de systèmes de drainage agricole obsolètes pose un problème sérieux, ce pourquoi il convient, compte tenu également du changement climatique, de miser plus qu’on ne l’a fait jusqu’à présent sur les investissements à long terme dans l’infrastructure agricole, par exemple pour moderniser les systèmes de drainage, afin de conserver des surfaces agricoles aux fins de la production alimentaire et de préserver la fertilité des sols.
In some EU regions outdated agricultural drainage systems are a major problem; with a view to climate change, more emphasis than hitherto should therefore be placed on long-term investment in agricultural infrastructure, such as the modernisation of drainage systems, in order to maintain the use of agricultural land for food production and preserve soil fertility.

The application of a level of taxation down to zero to energy products and electricity used for primary agricultural production, will be declared compatible with Article 87(3)(c) of the Treaty until 31 December 2007 or any other date decided by the Council, provided no differentiation is applied within agriculture.

L'article 15, paragraphe 3, de la directive 2003/96/CE dispose que les États membres peuvent appliquer un niveau de taxation allant jusqu'à zéro aux produits énergétiques et à l'électricité utilisés pour des travaux agricoles, horticoles et sylvicoles, mais précise que sur la base d'une proposition de la Commission, le Conseil détermine avant le 1er janvier 2008 si la possibilité d'appliquer un niveau de taxation allant jusqu'à zéro doit être abrogée.
Article 15(3) of Directive 2003/96/EC states that Member States may apply a level of taxation down to zero to energy products and electricity used for agricultural and horticultural works, as well as for forestry, but also that on the basis of a proposal from the Commission, the Council shall before 1 January 2008 examine if the possibility of applying a level of taxation down to zero shall be repealed.

Our farmers need the security to plan ahead if they are to remain competitive, and so it is now that we must ensure that the money set aside for the agricultural budget until 2013 remains unchanged, and that those funds will indeed be spent on agricultural activity.

The aim of this support is to ensure that older farmers have enough income and can be replaced (provided the holding is profitable) or their land reassigned to non-agricultural uses (e.g. forestry, the creation of ecological reserves, etc.). Farmers who retire early in this way can receive up to €15 000 per year (maximum €150 000 in all) up to the age of 75.
